ASRC Federal Broadleaf, Inc. is currently seeking a Army Aviation Military Analyst Integration & Synchronization SME to join our team in Fort Rucker, AL.

United States Army Futures Command (AFC) located at United States Army Aviation Center of Excellence (USAACE), Fort Rucker, Alabama, Capability Development Integration Directorate (CDID) requires professional support services - enduring force requirements management, enduring force modernization efforts and emerging capabilities in its mission to support integration and synchronization of Army Aviation, Lethality, Aircraft Survivability Equipment and Electromagnetic-Cyber impacts against Army Aviation systems. Tenant directories include Concepts, Experimentation and Analysis Directorate (CEAD), Army Capability Manager-Lift (ACM-Lift), Army Capability Manager-Reconnaissance and Attack (ACM-R/A), and Army Capability Manager-Unmanned Aerial Systems (ACM-UAS). Conduct of duties - Aviation portfolio (current and future) requirements development using critical feedback from the field, cross-Centers of Excellence (CoE) experimentation, cross-CoE simulation and analysis for Army Aviation manned Utility and Cargo rotary/vertical lift aircraft, Army Aviation Fixed Wing aircraft (Utility, Cargo, Special Electronic Mission), Army Aviation manned Reconnaissance and Attack aircraft, Army unmanned aircraft systems (UAS), Army Aviation weapons and munitions, Aircraft Survivability Equipment and Electromagnetic-Cyber impacts against Army Aviation systems.
  • Integration and Synchronization efforts: Analysis and application of Army Aviation operations addressed in respective CDDs, CONOPS, CONEMPS, TEMP development, and during force development simulations/experiments. Doctrine, Organization, Training, Materiel, Leader Development, Personnel, Facilities and Policy (DOTMLPF-P) analysis and documentation, Army Aviation aircraft and subsystem Training Aids, Devices, Simulators, and Simulations (TADSS) experimentation, analysis and documentation, enduring Aviation portfolio force management/force development modernization strategies and fielding of current and future aviation systems as prescribed within respective ACM Charters, based upon directives from Headquarters Department of the Army (HQDA), Commanding General Aviation Center of Excellence (ACoE), Commanding General Combined Arms Center (CAC), Army Futures Command (AFC), or Training and Doctrine Command (TRADOC). Subject matter expertise representations in recurring stakeholder meetings, WGs, IPTs, PMRs, TMRs, EPPRs, TIMs, teleconferences, and project/document staffing; deliver recurring EXSUMs and meeting minutes to USG leadership.

JOB DUTIES:

Development of operational methodologies that support the Warfighter Functions and capture the capabilities/requirements into requirements documentation (materiel and non-materiel) as well as materiel development work statements to reduce acquisition time, costs and technical risks.
  • Conduct requirements analysis and capability assessments to accurately document military requirements in the Joint Capabilities Integration Development System (JCIDS), Joint/Urgent Operational Needs Statements (JUONS), and other rapid but non-standard methodologies for identifying needed capabilities and documenting the necessary Army requirements to deliver the needed capability.
  • Conduct life cycle DOTMLPF-P mission, gap and capability analysis to identify the ideal military capabilities through the conduct of Capability Based Assessment (CBA) and Cost Benefit Analysis (C-BA), Analysis of Alternatives (AoA) and other appropriate studies and experimentation.
  • Provide assessments of operational employment, communication systems utilized, and associated platform/system software to support development and design of Department of Defense Architecture Framework (DoDAF)
  • Prepare analysis and studies supporting resource prioritization recommendations required in various resourcing venues like the Program Objective Memorandum (POM) Build, Force Design Updates (FDU), Total Army Analysis (TAA), Weapon Systems Reviews (WSR), Programs of Instruction (POI), and other similar resource identification and prioritization venues to enable decision making.
  • Perform analysis, facilitate coordination, and provide technical inputs in the continued upgrading, deployment, and acceptance, operational test and evaluation of TADSS with associated Aviation systems required for institutional and operational training of the force.
  • Analysis and application of Army Aviation operations addressed in respective CDDs, CONOPS, CONEMPS, TEMP development, and during force development simulations/experiments. Subject matter expertise representations in recurring stakeholder meetings, WGs, IPTs, PMRs, TMRs, EPPRs, TIMs, teleconferences, and project/document staffing; deliver recurring EXSUMs and meeting minutes to USG leadership.

Responsibilities

BASIC QUALIFICATIONS:
  • Former or current Rated Army Aviator with at least twelve (12) years of Aviation flight/combat operations experience is required.
  • Senior or Master Rated Aviator required.
  • In-depth understanding of integrated scheduling process required to assist ACM Directors to synchronize their respective modernization plans across the Army Aviation Enterprise and aligned with the Army Modernization Strategy.
  • Excellent communication and organizational skills are required.
  • Complete understanding of Army Aviation Force design and understanding impacts to changes to aviation formation (equipment and/or personnel) is required.
  • Three (3) years minimum experience working in capability management / combat developments is required.
  • Experience in planning and synchronization of data input from multiple sources into a strategic messaging at a very large corporation level similar to a Chief Executive Officer or Army Senior Leaders assigned to the Department of the Army.
  • Experience in planning, executing and facilitating Working Groups and Integrated Product Teams (IPTs).
  • Experience as a Team Lead conducting Aviation studies and/or operational test events with experience in developing capabilities and evaluating technologies.
  • Experience authoring a Joint Requirements Oversight Council (JROC) approved JCIDS document is required.
  • Participation and understanding the procedures and processes, as a direct team member, in an Army Aviation Enterprise Synchronization Model workgroup supporting Army Aviation integration and synchronization of modernization efforts and funding strategy planning and execution for Army Aviation aircraft.
  • Understand and advise ACM Directors on the Planning, Programming, Budgeting and Execution phases that effects Army Aviation programs that each ACM supports.
  • Must be capable of independent work based on broad senior level guidance to produce completed white papers, concept papers, requirements documents, operational views, and other written products as required within the scope of the task order.
  • Must be able to review and edit products to ensure they are written at the graduate level prior to delivery to the Government with only minor edits required by the Government.

CLEARANCE LEVEL:

WORK ENVIRONMENT AND PHYSICAL DEMANDS:
  • Primarily in an office environment.
  • Some travel is anticipated under this contract.
  • Potential for partial telework under COVID, however must be local commuting area or willing to relocate.
