Experienced Plumber needed for leak inside wall

Experienced Plumber needed for residential leak in my garage. It's a hot water supply line leak or a feed line. My Hot water heater is elevated off the floor about 24" on a platform. There is an access area under the heater where I see red and blue Pecks. The leak is coming from inside the cement flooror just above the floor. In any case, it's a tough area to get to.

So experience is required.

This area has leaked before. It could also be from a previous fitting gone bad.
