Position: QA Manager Duration: 7 months with Extension Possible Location: Montgomery, AL (Onsite from day1) Position Description The Alabama Medicaid Agency (AMA) through the Medicaid Enterprise Systems (MES) Organization is actively working on the Alabama Medicaid Modular Enterprise Systems Program (AMMP) that spans multiple years. The goal is to move away from a monolithic system approach and instead to implement a modular Medicaid Management Information System (MMIS) with the information, infrastructure, tools, and services necessary to efficiently administer Alabama Medicaid programs, using a combination of technology-based procurements, related services, and business process outsourcing. This will be done in in accordance with CMS MITA and SCS modularity standard. To support this effort, AMA is seeking a Test Manager to lead the MES Enterprise Quality Program (EQP) responsible for:

  • Providing overarching governance of all testing efforts for all teams across the AMMP
  • Planning, procuring testing services, vendor management, and the overall test effectiveness of the program
  • Organizing and aligning the Enterprise Quality Program with the business goals and strategic initiatives
  • Establishing relationships and build trusted partnerships with key business stakeholders and project executive sponsors
  • Aligning with the stakeholders to articulate risk profile, impact of quality, and quality KPIs per vendor product and ensuring QA's value to the organization is maximized
Skills Required
  • Experience in creating, implementing, and assessing an Enterprise Test Program and Strategy
  • Experience in managing and monitoring the development of software tests for functional, performance and regression testing that include Automated, ad-hoc, and manual testing elements
  • Proficient in test planning, test case development, and testing of Web-based applications
  • Proficient in Systems Development Life Cycle and Software Design Patterns
  • Proficient in project management methodologies
  • Skilled in the development of documents, detailed reports, and presentations
  • Skilled at communicating with a diverse group of executives, managers, and subject matter experts as well a strong presentation skills
  • Work with multiple vendors' in-person or virtual teams
  • Understanding of multiple project methodologies
  • Experience in all phases of the standard project management life cycle, CMS MITA, and OBC
Skills Preferred
  • Automated testing experience
  • Project management experience
  • Strong interpersonal skills to build team rapport
  • Excellent verbal and written communication skills
  • Ability to work independently with minimal direction from State or other team members
  • Ability to work under pressure / to a deadline Strong analytical and critical thinking skills
Experience Required
  • 5+ Years in directing and managing quality assurance programs
  • 3+ Years of experience as a test manager
  • 3+ years of experience in Medicaid or Major Health Care projects
Education Required
  • Bachelor's degree in Computer Science, Information Systems or similar. Equivalent work experience may be substituted for a degree.
