The ED will manage the overall operation of AHAP including implementation of growth and retention strategies, daily operations, assuring financial stability, development and implementation of new products, representing the AHAP with Acute Care & Clinical Programs and Physician, Ambulatory and Clinical Services as a part of the integrated health system, and recruiting and retaining key staff. Additionally, this position is responsible for the strategic planning process for the Clinically Integrated Network. The ED is a key operational and strategic leader for the physician-led, clinically integrated provider delivery network of AHAP. The ED will work with the senior administration of Providence Health & Services Alaska and the Board of Managers of the AHAP to advance the strategic objectives of the organization, and to attain both the short term and long term objectives of the organization. The ED will develop and maintain key relationships and partnerships and be the champion of the shared vision. Collaboration with physician leaders, operations and finance leaders is essential to ensure the continued development of a patient-centered health network that supports improvements in care through broad active participation by a wide range of aligned groups.ESSENTIAL FUNCTIONSThe job duties listed are essential functions of the position. The degree of fluency required will vary depending upon the nature of the position.Caregivers are expected to honor the Mission, Values, Vision and Promise and adhere to the Code of Conduct, policies and standards of their organization.For direct patient care roles: Performs and maintains currency of essential competencies as required by specific area of hire and populations served.Seeks direction from physicians (and other health care providers) on the AHAP Board to guide the ongoing development of NewCo’s clinical quality, cost effectiveness, and efficiency programs.Obtains counsel from physicians (and other health care providers) on the AHAP Board with respect to Alaska Health Alliance negotiations with health plans, employers, and other purchasers of health care services for value-based contracts.Directs the strategic planning process, short term as well as annual goal-directed activities, and ensures achievement of strategic goals and objectives to position AHAP for long-term success.Oversees the network build and ongoing maintenance of relationships with key provider partners. Includes contract negotiation, performance monitoring, oversight of risk-sharing models and financial reconciliation, and development of strategies with external provider partners to meet the obligations and maximize the performance of contracts. Works with internal medical groups to meet the obligations and maximize the performance of contracts.Leads building and maintaining relationships with major healthcare purchasers. Includes employers who work directly with the healthcare system and may include certain key relationships with traditional health insurance companies.Responsible for growing the number of accountable managed care lives cared for in the Anchorage region.Prepares reports for the senior leadership and in turn the Board of Managers of AHAP that reflect the progress and success of the organization.Provides the necessary resources for managerial staff to develop plans for achievement of short and long-range goals and objectives.Participates in the development of AHAP policies, procedures and short and long range goals and objectives, and in determining the role of AHAP within the community.Represents AHAP to the public, its constituencies, health care organizations, professional associations, purchases of healthcare services, governmental agencies, etc.Evaluates business opportunities, monitors national and local trends, and maintains contacts in the community and with other health care providers to build innovative partnerships and programs that deliver value in new ways.Maintains effective working relationships with medical staff, legal counsel, regulatory agencies, local communities and other health systems, hospitals and organizations.Manages relationships with any 3rd party vendors and/or Third-Party Administrators and customers (including employers, State Government/Medicaid, consumers and health plans).Provides direction and is accountable for the effective and efficient operation of AHAP.Determines and implements the organizational structure required to direct and manage AHAP enterprise in a manner that is cost effective and maximizes the use of shared resources and services.Supervises the managers of each of the AHAP
