You will be the Procurement interface with our programs and Scandinavian & UK supply base. You will manage the contracts from cradle to grave – Proposal activity, Price Analysis & Negotiations, PO Maintenance, and Close-out activities. You will be executing to all Export/Import (EXIM) compliance. In conjunction with the Supplier Management team, you will collaborate in evaluating and monitoring supplier quality and delivery performance. Additionally, you will be responsible for coordinating all shipments with our logistics partners and supporting Customs Clearance. You will manage the weekly supplier status calls as well as the action item logs for each effort.We value diverse skills and experience, so don’t hold back. Support all Procurement activities to ensure objectives are met in a timely manner to include supplier financial, quality, technical, programmatic, and schedule performance.

Support execution and reporting of material budgets, sales and AOP requirements.

Support development and execution of risk and opportunity management plans, including Raytheon Core six sigma activities.

Support leadership reviews including Material Sales and Risk & Opportunities reviews.

Preparation and issuance of RFPs, RFQs, and RFIs

Perform cost/price analysis techniques in support of proposal negotiations.

Develop negotiation strategies and lead formal negotiations (Price, Delivery, and Terms and Conditions)

Place subcontracts/purchase orders of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements

Nurture professional relationships with first tier subcontractors

Develop plans to promote cost reduction initiatives and process improvements (Technical and Quality) in support of flawless supplier execution for programs.

This position will require travel up to 25%.

Qualifications You Must Have:

Bachelors’ degree and a minimum 10 years’ prior relevant experience in procurement and/or subcontract management, or an Advanced Degree in a related field and a minimum 7 years’ prior relevant experience in procurement and/or subcontract management

The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Value:

Master’s degree in supply chain, business, engineering, finance or STEM related fields

Price Analysis, review of TINA Proposals, managing supplier FAR/DFAR Compliance

Experience issuing and managing international subcontracts (Letter Subcontracts, Purchase Orders of various types FFP, CP, OTA for all stages of product life cycle) from initial execution to closeout, including overseeing invoicing/payments.

Experience working with technical requirements of procured hardware and services in an international environment i.e., ITAR designated hardware/scope.
