City of Phoenix - IT - Lead Business Systems Analyst 105198 (Hybrid)

Contract: 12+ Months

City of Phoenix-The Water Services Department (WSD) is seeking an experienced business systems analyst to work with the Process Control Technology Support (PCTS) Data and Applications Team to support the department’s regulatory and compliance systems and the PCTS division.

This job is to provide highest level of technical expertise in:
  • Analysis (of both new and old applications relating to finance, human resources, and customer management)
  • Installation
  • Configuration
  • Testing
  • Maintenance of Enterprise Resource Planning (ERP) systems.
  • Leadership
  • Good communication skills

Specific systems supported by this position:
  • Department’s Permit and Compliance System (iPACS) suite of applications
  • Laboratory Information Management System (LIMS)
  • Historical Archive and Reporting System (HARS).

Duties include (but are not limited to):
  • project coordination under the guidance of the project manager, end user requirements gathering,
  • facilitates joint business or technical staff analysis and design working sessions,
  • conducts systems analysis and design studies and prepares concept and design specifications,
  • assists in guiding significant phases of application development such as planning, design, and testing,
  • provides problem analysis support to diagnose and remedy problems in processes and procedures as related to computer applications, establishes and reviews procedures and evaluates new and proposed applications to ascertain that standards are being maintained,
  • responsible for systems analysis and design for a complex or broad functional application,
  • analyzes the most difficult work procedures and job methods, and
  • determines needs and develops the most effective means of satisfying department requirements,
  • performs quality assurance testing, and
  • prepares reports of study results including evaluation of benefits and improvements.

Required Skills and Knowledge of:
  • Specific enterprise applications and modules.
  • Flow charting, data modeling, process modeling, form design, and control procedures.
  • Research techniques and fit/gap analysis.
  • Data input methods and control techniques used for computer processing.
  • Methods of structured system analysis and design, and information engineering.

Ability to:
  • Troubleshoot and diagnose system problems.
  • Develop solutions to functional problems and transform abstract ideas to easily understood procedures.
  • Analyze and interpret research findings to prepare design specifications.
  • Develop and execute unit-test and integration test scenarios in ERP systems.
  • Produce written documents in the English language with clearly organized thoughts with proper sentence construction, punctuation, and grammar.
  • Communicate orally in the English language with customers, clients, and the public in a face-to-face, one-to-one setting, or group setting.
  • Remain in sitting position for extended periods of time.
  • Work safely without presenting a direct threat to self or others.
This position is within the Process Control Technology Services division of the Water Services Department.
