Summary A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Responsibilities This is a Career-Seasonal position and subject to release and recall procedures. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. Selectees will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectees are guaranteed to work at least 13 pay periods not to exceed a maximum of 25 pay periods per year, with the work schedule to be determined upon appointment. The typical season is mid-December to end of November but can be variable during these months due to project requirements or weather conditions. Major Duties: Incumbents to this position will be required to use a variety of hand and power tools to perform trail repair and construction work. This work is performed in front-country and remote wilderness locations often employing minimum tool standards and techniques. These responsibilities include but are not limited to digging ditches, stone wall repairs, grading trail surfaces and installing water-bars and retainer-bars. To facilitate construction of these features you will be required to operate jackhammers, chainsaws, gas-powered drills, picks, rock-bars, hammers, shovels, and various other hand and power tools. Some tools require certification prior to operation. You will be required to obtain and provide certification documents prior to use of these tools. If selected for this position, you will be required to operate a vehicle for traveling to and from the jobsite. Heavy physical exertion is required of this position. Incumbent must be able to hike up to 16 miles in one day carrying up to 50 lbs. of gear and tools. Incumbent must be able to lift up to 100 lbs to move material into place for trail construction. Area Information: This position is stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual precipitation averages around 13 inches. Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities. South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below will be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. To be found minimally qualified, your resume must show the following: Work independently in performing carpentry and dry stone masonry in trail rehabilitation and construction projects. Operates vehicles and equipment. I am able to perform the full range of maintenance work under normal supervision. Physical Demands: Maintenance workers are expected to exert a great deal of physical effort while repairing trails. Travel to and from work can take several hours and can require hiking 3-4 miles to the jobsite and 3-4 miles back at day's end, often carrying packs and/or tools exceeding fifty pounds in weight. Trail repair work consists of moving rock, soil and other building materials by hand. These objects can weigh in excess of 100 pounds. Work is conducted in steep, rocky and precipitous locations. Elevation changes range from 8,000 feet on the Canyon's Rim to 2,000 feet along the river. Temperatures range from below 0 degrees in the winter to up to 118 degrees in the summer. Working around mules can pose the hazard of getting stepped on, kicked, or pushed. Working Conditions: Work is conducted in steep, rocky and precipitous locations. Elevation changes range from 8,000 feet on the Canyon's Rim to 2,000 feet along the river. Temperatures range from below 0 degrees in the winter to above 100 degrees in the summer. Working around mules can pose the hazard of getting stepped on, kicked or pushed. Employees must be fit and able to hike and perform strenuous labor. Employees must maintain a drug and alcohol free workplace. All policies regarding drug and alcohol will be addressed upon acceptance of position. Use of drugs or alcohol will be terms for immediate dismissal of duty. Work may require travel in a helicopter or boat to access remote locations. This position may require schedule changes to perform needed repairs or to cover schedules. These changes can be made with little prior warning. This position often requires living in cramped quarters with fellow employees necessitating a positive attitude and teamwork mentality. This position may require riding on a mule to job locations in the backcountry under the leadership and monitoring of an Animal Packer.
