Summary

The Business Analyst is an individual contributor who is responsible for understanding user needs, documenting business requirements and participating in the development, maintenance and enhancement of software applications at NIC Arkansas.

The Business Analyst’s first assignment is to the Enterprise Licensing Product (ELP) implementation team. This position will collaborate with government agency partners and technical staff to identify and define ELP business requirements, recommend solution options and test functionality to ensure it meets requirements. This position plays a key role in the successful implementation of ELP across Arkansas state government and is part of the larger NIC Arkansas Business Operations Team.

Key Responsibilities

  • Drives the definition, elicitation, prioritization, delivery and validation of clear and concise business requirements, and builds out non-technical ELP applications according to gathered specifications
  • Conducts interview sessions with state partners to elicit and validate functional and technical requirements
  • Collaborates with State agencies, development staff, user interface designers and project management to define requirements and acceptance criteria for implementation
  • Effectively analyzes information obtained in sessions to develop thorough and well-thought-out requirements
  • Creates detailed and effective project specification documentation, which may include user stories, use cases, flowcharts and requirements specifications
  • Gathers testing requirements by participating in interviews, document analysis, requirements workshops, site visits, business process observation, use cases, scenarios, industry research, reverse engineering existing software, and task and workflow analysis
  • Assures issues and risks exposed during testing are clearly understood by project management and the business owners
  • Supports Business Users during User Acceptance testing to assure their full understanding of the changes and effective methods to verify acceptable functionality
  • Assists in validating proper functionality as changes are promoted to operating environments, such as the Test, User Acceptance, Stage, and Production environments; Documents and shares the results for developmental revisions, project record keeping and software audits
  • Assists with product User Group planning, training and management
  • Ensures product solution meets requirements and functions properly
  • Maintains project documentation throughout project lifecycle, coordinating closely with Project Management to continually keep the backlog updated and accurate
  • Participates in creation and maintenance of User Guides and other release documentation (i.e., release notes) in conjunction with Project Management
  • Works independently yet collaborates with requestors, Product Owners, Project Managers, Developers, Business Analysts and Subject Matter experts
  • Acquires subject matter expertise in applications including demonstrating and describing the applications and processes to interested parties
  • Other responsibilities assigned by Manager

Minimum Requirements

  • 4+ years of Business Analyst experience; Project/product management or development experience is a plus
  • Bachelor’s degree preferred in Business, Computer Science or Engineering
  • Self-motivated, detail-oriented and results-driven
  • Excellent organizational skills with strong attention to detail
  • Strong analytical skills required, including a thorough understanding of how to interpret customer business needs and translate them into quality requirements and test plans
  • Excellent verbal and written communication skills, as well as the ability to interact professionally with a diverse group including executives, managers, customers, users and subject matter experts
  • Able to think independently and in a team-oriented environment where test planning/execution can be adapted to the needs of the project, yet not compromise the quality of the product
  • Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities
  • Reacts to project adjustments and alterations promptly and efficiently
  • Flexible during times of change
  • Able to learn, understand and apply new technologies
  • Customer service skills and experience are a plus
