Position InformationClass Code: R011CGrade: GS10FLSA Status: EXEMPTSalary Range: $56,039.00 - $89,383.00SummaryThe Department of Finance Administration (DFA) Senior State Budget Analyst is responsible for analyzing multifaceted financial data and ensuring compliance with state laws, policies and procedures. Reviews and evaluates actual revenues and expenditures for budgets, grants, and other projects to maintain a balanced budget. This position is governed by state and federal laws and agency/institution policy.FunctionsAnalyzes, prepares, and/or recommends multifaceted financial data for the purpose of determining past financial performance and/or to project a financial probability, fiscal impact of management decisions and policies. Reviews, analyzes, and prepares financial information concerning personnel, operations, grants, capital projects, and other expenses to determine budgetary requirements, and solutions to operational issues with statewide fiscal impact. Provides technical expertise and assistance to state agencies in the development of biennial and annual fiscal programs. Reviews, analyzes, and prepares biennial budget requests and presents and recommends state agencies' budgetary requirements to the Governor for Executive Recommendations, and defends and justifies those recommendations to the General Assembly. Prepares, analyzes, and/or interprets proposed and existing legislation, laws, budget directives, and policies to implement internal and external directives. Evaluates the impact of federal and state budget policies, and produces technical budget documents and reports within given deadlines and time frames in support of the Chief Fiscal Officer of the State and the Governor. Attends legislative committee meetings, tracks legislative recommendations for state agencies' budgets, and prepares associated documents for presentation to the General Assembly and keeps abreast of laws and regulations to maintain up-to-date compliance. Exercises judgment in support of the Chief Fiscal Officer of the State for decisions, consequences, and results having an impact on people, costs, and/or quality of service. Uses various software applications such as spreadsheets, databases, word processing, financial and budget applications, to analyze, assemble, and/or format data and/or reports for day to day activities, surveys, or other related information Performs other duties as assigned.DimensionsNoneKnowledge, Skills and AbilitiesKnowledge of the principles and practices of organizational management and public administration. Knowledge of the principles and practices of budget administration with special reference to governmental procedures, practices, and objectives. Knowledge of various funding sources available to governmental agencies. Ability to perform complex and difficult analysis of a wide range of factors to determine budget requirements. Ability to coordinate and lead office wide projects. Ability to review and analyze financial information concerning revenues and expenditures. Ability to develop appropriate budget recommendations for state agencies, constitutional offices, and governmental programs. Ability to organize and present clear and concise oral and written reports of findings and recommendations. Ability to review and analyze financial data. Ability to prepare and present recommendations to a review committee. Ability to establish and maintain effective working relationships with others.Minimum QualificationsThe formal education equivalent of a bachelor's degree in accounting, finance, economics, and business or public administration; plus four years of experience in professional budget administration, fiscal analysis, or state public administration, including one biennial or annual budget cycle. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
