Job duties include providing daily supervision to employees and completing performance reviews. This will require counseling/disciplining of employees as needed and documentation of their action. Must work with park planner to set priorities for construction of major projects and sets the direction for the master plan. Position will require knowledge of budgets for operations, resale facilities, special projects and extra help. Applicant will be in-charge of monitoring park expenditures and managing within an approved budget. The Park Superintendent IV participates with a planning team to develop programs and facilities, alter procedures, determine revenue sources, and cost containment ideas. This position organizes and coordinates special events with community leaders and local media and establishes and develops working relationships with other agencies such as local law enforcement, nearby landowners, etc. Applicant will have daily contact with the public and must possess excellent public relations skills. A valid driver’s license is required, as is the ability to traverse rough terrain. A criminal background check will be performed. This position is governed by state and federal laws and agency policy.FunctionsSupervises a large staff of regular and seasonal professional, technical, administrative support, and service workers by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents. Oversees the operation of the facilities of the parks and may operate a boat rental facility, visitor information center, snack bar, or other park facility. Prepares and manages a park budget, monitors daily expenditures, and the scheduling of work hours, for regular and extra help employees, to prevent overspending. Participates as part of a planning team to develop or expand programs and facilities, alter procedures, determine revenue sources and cost containment, and monitor operations, facilities, and programs to ensure that goals are met. Develops operating plans and schedules for year-round operations, including preventative and routine maintenance schedules, construction projects, and special events. Estimates materials, manpower, equipment, time, revenue and costs required to support operations. Assist Emergency Services section on scheduling and job assignments for law enforcement. Participates in or leads search and rescue teams to rescue climbers, stranded boaters, or lost visitors and administers emergency first aid to accident or illness victims. Compiles, prepares, or oversees the preparation and maintenance of records and reports which may include financial records and reports, incident/accident reports, purchase requisitions/reports and a variety of other reports as required. Interprets and monitors the maintenance or development of natural, cultural, and historic research sites to prevent disturbance of unique or endangered flora, fauna, and cultural remains. Makes public presentations regarding park facilities, operations, or special events to civic organizations, schools, and others to promote Arkansas State Parks.
