Job Description

Under general administrative direction of the Chief Financial Officer, the 0923 Manager II will serve as the Accounting and Capital Planning Manager for the Department of Technology and manage six staff members of the Accounting team. The Accounting and Capital Planning Manager will be responsible for the new Fixed Asset Tracking and Capitalization project in addition to the oversight of all fiscal operations and accounting activities and resources, including but not limited to fixed asset management, accounts payable, general ledger, capital project planning, inventory management, internal audit, financial status reporting and forecasting, and management of the associated staff within the department’s finance/accounting unit.

The selected candidate will work to manage and improve the overall accounting process of the Department to ensure the Department’s compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standard Board (GASB), and City’s accounting policies and procedures.

Essential Job Duties and Functions

1.Oversees general accounting in compliance with City policies and applicable accounting principles, including:

a.Maintains, analyzes, and develops departmental accounting policies, procedures and methodologies; and recommends and implements changes as necessary

b.Oversees and directs internal audit, and serves as the Point of Contact for any external financial audits, including but not limited to Controller's Post Audit, State Sales/Use Tax Audit, audits by federal and state or other funding agencies, and all financial and accounting public record requests

2.Responsible for the development of new Fixed Asset tracking and capitalization policy and procedures:

a.Assumes ownership of asset accounting function and ensures accurate accounting of capital assets through asset life cycle management (record, depreciate, report, track, and dispose) including appropriate classification, useful life, and method of depreciation

b.Improves the accuracy and transparency of the documentation of all IT fixed assets, including hardware and components of data center infrastructure

c.Tracks capital equipment depreciation schedules in order to support budget requests to replace end-of-life (EOL) equipment

d.Coordinates with Controller’s Office on capital lease financing activities

e.Conducts analysis, stays up-to-date on changes in IT industry trend to inform internal decisions on recognizing technology spending as CapEx vs. OpEx, and to apply the appropriate accounting methods and theories to record transactions accordingly in City’s financial system

3.Responsible for capital projects and COIT-funded technology projects

status reporting and forecasting, including:

a.Conducts regular review and forecasting of project expenditures with Project Management Office (PMO)

b.Assists with development of budget status reports, with analysis of project performance and burn rate, for PMO project managers and DT executive management

c.Oversees the submission of requests to release appropriations and cost reimbursement requests for Recovery Stimulus (RS) COPs funded project to the Controller's Office of Public Finance

d.Monitors and reports on the activity in the CIP (construction in progress) account to ensure the timely capitalization of project activities

4.Coordinates monthly, quarterly, and year-end accounting activities, monitors expenditures and financial reporting for the department, including:

a. Closely monitors department expenditures against approved budget

b.Oversees the submission and approval of procurement and financial documents within the City's financial system

c.Directs staff on timely review and accurate payment of supplier invoices

d.Maintains statistical records for year-over-year financial analysis and develops quarterly financial projections

e.Oversees and directs the production of new internal Power BI dashboards for baseline operating fund as well as continuing fund projects.

5.Staff management

a.Manages six accounting section staff; coordinates workload, ensures coverage of essential duties, and manages performance.

b.Coaches, motivates, and mentors staff to develop their careers

6.Performs related duties as required.

Nature of Work:This position may require the incumbent to be available after hours, 7 days a week including holidays, to respond to emergency requests and issues.

Work Location: Incumbent will conduct the majority of work at the Department of Technology, 1 South Van Ness, in San Francisco, CA. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary. Telecommuting options are available upon the appointing officer’s approval and at the appointing officer’s discretion.

Qualifications

Education: Possession of a baccalaureate degree in accounting, business administration or a closely related field from an accredited college or university;

ANDExperience: Five (5) years of professional experience in governmental accounting and business operations.SUBSTITUTION: Possession of a Master’s degree in accounting, business administration or a closely related field may be substituted for one (1) year of work experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Two (2) years or more of experience in supervising staff, particularly in a unionized public sector environment
  • Knowledge of and experience in using electronic financial system, e.g. Oracle PeopleSoft
  • Strong analytical skills
  • Exposure to all areas of accounting including the development of online electronic financial reports and dashboards

Appointment Type:Permanent Exempt (PEX) - Full Time, this position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer.

Compensation:July 1, 2021 to January 7, 2022: $124,072 to $158,366 annuallyJanuary 8, 2022 to June 30, 2022: $124,696 to $159,146 annually
