JOB TITLE: Administrative Director

REPORTS TO: Executive Director

SUPERVISES: Finance Manager, Human Resources Manager, Facilities Manager

JOB TYPE: Exempt, Salary

LOCATION: This position is based in Upper Lake, CA in Lake County with options for partial remote work.

SALARY: $75,000 - $100,000 DOE

BENEFITS: 401k, $500 monthly health insurance reimbursement, on-the-job training, 14 holidays, 12 paid time off days, 5 days sick leave (total 30 days/year paid time off).

ORGANIZATIONAL VISION

The Tribal EcoRestoration Alliance (TERA) is a cross-cultural, multi-organizational collaborative that works to revitalize ecology, economy, and culture through indigenous-led stewardship.

The mission of TERA, founded in 2019, is to cultivate land stewardship, livelihood, and leadership skills that weave collaborative relationships between Tribal members and the community at large for the benefit of all lands and beings. Our program goals include:

>Strengthen ties to land and culture

>Connect tribal members with meaningful livelihoods and culturally relevant work in their ancestral territories

>Regenerate local ecology of the North Coast Ranges, and improve resilience to fire

>Build capacity for native voices to play a central role in land stewardship

TERA is a young organization in a dynamic growth phase, and building a team of professionals who are deeply committed to TERA’s vision. Currently, TERA is a fiscally sponsored project of the 501c3 nonprofit Occidental Arts & Ecology Center (OAEC), who provides administrative support for the project as fiscal sponsor. TERA is building capacity and aims to transition towards full independent 501c3 status within the next year.

POSITION SUMMARY

The Administrative Director provides collaborative high-level leadership in business and operations, including finance and grant management, human resources, IT, and facilities/office management, leading TERA to build administrative systems and operational processes that will provide a solid foundation for its growth and longevity. Working in close tandem with the Executive Director, board, and leadership team, this position is collaborative, interdisciplinary, and detail-oriented.

DUTIES AND RESPONSIBILITIES:

1)Leadership

>Provide collaborative and supportive financial management to the managers of TERA’s programs and partnerships, ensuring the success of the programs and responsible compliance with their contractual requirements.

>Build and train staff on effective and user-friendly operational systems.

>Oversee TERA transition to independent 501c3 status, and develop policies and procedures to ensure long-term organizational viability and health.

2) Financial Management:

>Responsible for overall business functions of the organization.

>Supervise Bookkeeper and finance oversee team as it grows

>Provide collaborative and supportive financial management to the managers of TERA’s programs and partnerships, ensuring the success of the programs and responsible compliance with their contractual requirements.

>Manage major tasks for transition to 501(c)3 including, but not limited to: opening bank accounts, following federal and state registrations, set up payroll processing, Quickbooks account set up

>Develop strong grant tracking and budgeting tools and processes that empower program staff, maintain accurate financial records, and build financial sustainability for the organization.

>Work with ED and finance team to lead development of annual budget; monitor and research monthly and quarterly variances and provide explanations and coordinate plans of correction.

>Oversee management of large-scale billable grants (i.e. non-foundation grants) and develop strategies for effective spend down

>Ensure federal compliance with all federally funded projects.

>Develop and implement practices to oversee grant expenditures at sub-award partner organizations and ensure compliance with Federal and State regulations.

>Develop and implement new financial policies and procedures as required to maintain adequate internal controls.

>Other financial accounting duties as assigned by the Executive Director.

3) Human Resource Management:

>Oversee HR staff to build a healthy organizational culture, ensure smooth operations, build staff capacity, and labor compliance.

>Supervise HR Manager and any additional HR staff. Collaborate on development of HR policies, culture-building strategies, and support implementation of both into staff operations.

>Work with HR to build a comprehensive and competitive benefits program for all employees and maintain an attractive workplace to retain high quality employees.

4) Facilities & Office Management:

>Provide an efficient, cost-effective office and shop environment.

>Supervise Facilities Manager and maintenance of TERA facilities

>Provide affordable enhancements to TERA’s information systems to improve the organization’s productivity, effectiveness, and security.

>Oversee the functionality, maintenance, and upgrading of office equipment. Coordinate all requests for office and equipment maintenance and repairs.

>Oversee IT needs for the organization, including hardware and software acquisition; contract with support as needed.

>Ensure the safe-guarding of information systems through access controls, password protection, and reliable data back-up plans.

5) Business, Contracts & Grant Management:

>Acquire and manage general organizational insurance policies including general liability, Directors & Officers Insurance, Worker’s Comp, and other policies as needed.

>Manage, draft, executive and maintain contracts, including creating maximum revenue opportunities for TERA to sustain its mission, and ensure TERA compliance with contract language.

PROFESSIONAL QUALIFICATIONS:

Minimum Qualifications:

>Degree in Accounting, Business, Finance, or a related field OR relevant work experience.

>10 years experience in leadership, nonprofit operations and management, or an equivalent combination of education, training, and experience.

>Minimum 10 years of supervisory experience. Demonstrated track record with building a strong team.

>Proficiency with generally accepted accounting principles (GAAP) and non-profit accounting.

>Experience with labor and personnel laws and practices.

>Highly skilled with office technology including PC’s, smartphones, digital camera, conference calls, Microsoft office suite, Google Drive, and web-based applications.

>Patient, personable and approachable. Able to work with diverse people, build and maintain strong working relationships with both internal and external partners.

>Highly self-motivated with the ability to work independently.

>Able to develop and follow a prioritized plan of work, set and keep deadlines and work on multiple projects concurrently.

>Ability to exercise good judgment and be responsive to time sensitive organizational priorities and competing demands.

>Strong communication skills with the ability to listen well, and write and speak effectively.

>Collaborative leadership; able to contribute to a high functioning team environment.

>Ability to manage and disseminate information accurately and effectively.

Preferred Qualifications:

>Proficiency with QuickBooks, preferably a certified user or eligible for certification.

>Experience working within Tribes or Native-led organizations

>Professional lens of increasing equity, diversity, and inclusion within teams
