THE SUCCESSFUL CANDIDATE:

The successful candidate will have a thorough understanding of materials testing procedures as well as handling and operation of equipment used for materials testing. The successful candidate will have experience reading, interpreting, and understanding construction contract documents including plans and specifications. The successful candidate will have a demonstrated ability to provide effective leadership and a commitment to providing superior customer service.

Appointment may be to the Materials Engineer or Materials Associate classification. Positions in either class are first-line supervisors who establish work priorities for the material laboratory section and assure that their section stays current with industry standards and trends. This position works with other engineering staff to update and improve the accuracy and efficiency of interrelated engineering systems, processes and procedures.

Materials Engineer is a professional class in the civil engineering series requiring professional engineering registration. Materials Associate is a journey level class in the professional engineering series not requiring registration. The two are flexibly staffed, first-line supervisory classifications in the Engineering Division of the Public Works Department. Positions in either class establish work priorities for the materials laboratory section and assure that their section stays current with industry standards and trends. An incumbent works with other engineering staff to update and improve the accuracy and efficiency of interrelated engineering systems, processes and procedures.

Incumbents in the Materials Engineer class are in responsible charge of materials laboratory activities in the department, while a Materials Associate works under the direction of a registered professional engineer. Work in the Materials Engineer class is distinguished from that of the Materials Associate by the greater complexity and level of responsibility of the assignments received and by the greater independence with which an incumbent is expected to operate, as well as by virtue of this class requiring registration as a professional engineer.

An incumbent of the Materials Associate class is normally considered to be on a continuing training status; as assigned responsibilities and breadth of knowledge increase with experience, and as registration is achieved, an incumbent is eligible for the next higher class of Materials Engineer.

Examples of Duties and Responsibilities

Essential Duties:

The following duties are considered essential for this job classification:

Identify training needs of section staff and provide or see that the necessary training is provided;

supervise and evaluate assigned staff;

establish and maintain systems and procedures to ensure the quality of the work of the section;

provide timely, accurate service in response to customer requests;

serve as liaison to professionals in the field in the private sector and other public agencies;

control testing activities during construction projects;

spot check data for errors;

meet with inspectors, engineers, contractors, and/or developers to determine corrective action required when there are discrepancies between work done and the approved plans, specifications and standards;

solicit and respond to input from section staff concerning activities of the section;

predict resource needs such as personnel, equipment and software;

perform calculations and operate computer software;

establish work priorities within the materials laboratory section;

serve as section liaison in division efforts to improve the accuracy and efficiency of interrelated systems, processes and procedures;

research and propose necessary changes to systems, procedures, and equipment;

anticipate workload trends;

serve as section advocate to management on behalf of section issues and needs;

alert division management to industry changes;

establish and oversee a preventive maintenance program for section equipment;

maintain and repair materials testing equipment as necessary;

obtain necessary data and design pavement structural sections;

determine whether or not street subgrade meets the specification for stability;

evaluate tests on asphalt concrete in order to specify oil content and mix design;

take samples of construction materials for examination or analysis by laboratories;

act as or supervise the activities of the radiation safety officer;

supervise and coordinate pavement management system.

Additional Duties:

In addition to the duties listed in the Essential Duties Section, each employee in this classification may perform the following duties. Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned.

Research industry standards and trends in order to anticipate changes that might impact the costs of providing service and new developments that might improve service;

encourage and provide opportunities for cross training of staff throughout the section and between sections in the division;

and perform related duties as assigned.

Required Qualifications

Knowledge of: Safe and efficient work practices and procedures; methods, equipment and materials used in materials testing activities; safe handling and operation of a variety of equipment and/or materials related to materials testing activities; principles and techniques of participatory decision making; principles of effective performance management; City design and construction standards and specifications; applicable City codes, policies and procedures; engineering design criteria; engineering maps and records; training needs assessment techniques; construction materials, testing procedures and sampling as they relate to design and construction; field and laboratory tests used by the Materials Laboratory section; materials testing equipment and its repair and calibration; and application of test results to design and construction practices.

Ability to: Provide effective lead direction to others; deal tactfully with others; read and interpret plans and specifications; operate and maintain a variety of materials testing equipment in a safe and efficient manner; determine equipment, materials and personnel needed for specific jobs; set priorities and meet deadlines; identify and implement effective courses of action to complete work assignments; involve others in decision making processes; read figures quickly and accurately and make arithmetical calculations; understand and follow oral and written instructions and sketches; comprehend and draw inferences from written materials; conduct research; communicate clearly and effectively, orally and in writing; use and care for materials sampling and/or testing instruments; maintain files of maps, documents, and other engineering records; operate a computer keyboard; perform field and laboratory tests used by the Materials Laboratory; and obtain and analyze samples from the materials plants used to supply construction materials to the City.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient, increasingly responsible materials testing experience, including experience at a lead or supervisory level, to demonstrate possession of the knowledge and abilities listed above; Education - Equivalent to completion of a Bachelor of Science degree in Civil Engineering at an accredited college or university.

Additional Information

Incumbents in this classification are given graphic instructions, such as blueprints, schematic drawings, layouts or other visual aids, when receiving assignments; and estimate labor and materials costs from plans to determine staffing needs and/or project costs or feasibility. Field work frequently is performed outdoors in a variety of weather conditions, with exposure to very hot and very cold temperatures. Field work also involves walking on rough, uneven or rocky surfaces; bending and stooping repeatedly or continually over time; standing or walking for extended periods of time without the ability to rest at will; and using explosive strength to jump over creeks, ditches or trenches. When directing traffic, incumbents make continuous, repetitive arm/hand movements; and when laying out traffic control patterns, incumbents place and observe the placement of cones to ensure compliance with safety standards. Field and/or office work requires measuring distances using calibrated instruments and observing data collected while using test equipment. When constructing or repairing equipment, incumbents use common hand tools such as a hammer, saw, or screw driver, or power tools such as a drill, power saw, or grinder. Incumbents also observe and monitor that equipment is stored and used properly. Incumbents assemble, disassemble and adjust parts and equipment as part of testing, operating or maintaining it. When repairing or assembling laboratory equipment, incumbents make skillful, controlled manipulations of small parts and screws. When working in the office, incumbents work at a desk entering and retrieving data from a computer or terminal using a keyboard, sitting for extended periods of time with the ability to move about at will. Incumbents review or check the work product of others, such as test reports produced by technical staff or work performed by contractors; lift and move laboratory equipment and/or samples of construction materials weighing up to 40 pounds both short and long distances; observe and monitor laboratory technicians to assure compliance with lab safety and test methods; discriminate among colors when monitoring quality of materials; file test results in numerical or reverse numerical order; work with cleaning fluids such as solvents to clean tools and sampling containers using normal protective equipment such as safety glasses and heavy duty rubber gloves; make precise arm/hand positioning movements when operating stabilometer, kneading compactor, or compression testing machine; make fine, highly controlled muscular movements when zeroing scales, operating water burette, or operating compression testing machine; use arms above shoulder level when operating drill rig, using overhead storage, or performing sieve analysis; respond to auditory warning devices related to laboratory equipment and timers and to construction equipment backup alarms; climb ladders or steps at construction materials production facilities to inspect and obtain samples; and coordinate movement of more than one limb simultaneously when operating drill rig and other lab equipment. Incumbents also use picks, shovels, or other tools to obtain samples of construction materials. When testing construction materials, incumbents remember and follow prescribed testing procedures.
