Job Description

The Communications Business Analyst oversees all of the Telecommunications systems for Zuckerberg San Francisco General Hospital (ZSFG), including needs, cost-benefit, structured systems, feasibility, technology and software, project planning and management, system installation, implementation and testing, technical and procedural documentation, user training, and post-implementation assessment and administration. The Communications Business Analyst may be the sole MIS resource for an organization with a moderately complex system.

ESSENTIAL DUTIES:

  • Dispatch work orders on a daily basis for the DT field technician assigned to ZSFG.
  • Coordinate with ZSFG Facilities any maintenance, repairs, or upgrades needed serving the communications systems.
  • Maintain analog and digital phone systems on the ZSFG Campus. Issue pagers for ZSFG Campus personnel.
  • Manage various communications contracts serving the ZSFG Campus.
  • Assess and issue cell phones for ZSFG Campus authorized users. Issue billing, and manage payments for cell phone users.
  • Manage the 24/7 DPH operators on the ZSFG Campus. Provide training, support, and reports as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

Education:An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:

One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis;

AND

Two (2) years of verifiable and recent experiencewith PBX programming, maintenance andrepair;

AND

Two (2) years of verifiable and recentexperience administering and supporting a PBX system. PBX (Private Branch Exchange) is a general tech term for Phone system. Supportrequires the general knowledge of the overall systems (which consist of multiple pieces) and includes calling vendors to have the problem fixed. The candidate does not need to know details ofhow to fix problems.

Substitution:Additional experience as described above maysubstitutefor the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Two (2) years of experience in analog & digital communication systems.
  • Two (2) years of experience in supervisory in a Union environment.
  • One (1) year of experience managing a 24/7 call center.

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire that will be emailed. Applicants will be required to respond to the MQSQ in the time frame indicated, and submit their answers as directed.

Supplemental Questionnaire: Weight: 100%Qualified candidates will be sent a supplemental questionnaire exam that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the Supplemental Questionnaire in order to be placed/ranked on the Eligible List.Candidate responses on the Supplemental Questionnaire cannot be changed once submitted. Candidates will be placed in rank order according to their final score on the Supplemental Questionnaire.

Eligible List/Score Report:A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.

Certification:The certification rule for the eligible list resulting from this examination will be Rule of 3 scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
