The SFMTA is currently recruiting for two (2) - 5408 Coordinator of Citizen Involvement positions:

1. Equitable Communications Manager (Office of Race, Equity and Inclusion)

2. Major Corridors Outreach & Community Coordinator (Communications Division)

Annual Salary: $115,050 - $139,802

About the Equitable Communications Manager

Reporting to the Race, Equity, and Inclusion (REI) Officer, the Equitable Communications Manager will join the Office of Race, Equity and Inclusion (OREI) management team. This office is responsible for directing and developing SFMTA’s Racial Equity Action Plan and a series of related projects to integrate racial equity into all areas of work at the agency. The Equitable Communications Manager will manage the Equitable Communications Section, which include staff working in three areas, 1) Communication, Design, & Information, 2) Culturally-Responsive & Trauma Informed Communication and 3) Culture Change through Communication.

The Equitable Communications Section works across OREI sections, leading the public information, instructional design, communication strategy, graphic design, and community engagement needs of racial equity projects. The Equitable Communications Manager will manage the OREI section which develops comprehensive strategies and standards for communication needed to advance racial equity, social equity, and transportation equity. The Equitable Communications Section develops culturally-affirming, creative content to support equity training, program, and reporting needs. The section researches best practices and development comprehensive, communication strategies to support racial equity, instructional design, media/content creation, and OREI newsletter needs.

About the Major Corridors Outreach & Community Coordinator

Under the direction of the Communication Division’s Public Outreach & Engagement Manager within its External Affairs Section, the Major Corridors Outreach & Community Coordinator will be responsible for supporting the successful project completion of major infrastructure projects including Central Subway T-Third line extension, L Taraval and Geary Improvement projects as well as a portfolio of projects within the State of Good Repair Program. This position will also supervise Public Information Officers assigned to capital & infrastructure projects and agencywide projects & initiatives.

The Major Corridors Outreach & Community Coordinator manages nearly all aspects of disseminating public information and engaging public participation in accordance with the SFMTA’s Public Outreach and Engagement requirements. Work will be grounded in principles of equity, diversity and inclusion. This includes but is not limited to identifying and tracking key milestones; managing all aspects of a neighborhood stakeholder working group; developing presentations for public meetings and board presentations; staffing community meetings; answering public inquiries and sunshine requests; managing internal and external project website content; documenting public activities and follow-ups and crafting and implement cutting-edge marketing plans to successfully launch Central Subway Project into revenue service. The position will work in close coordination with Capital Programs and Construction, Government Affairs, Marketing, and the Muni Transit divisions, as well as the Mayor’s Office of Economic and Workforce Development and others, to ensure coordinated and cohesive communications.

Essential Duties:

Directs and coordinates community and staff engagement, community outreach and public information activities related to agency projects.

Develops and distributes public and staff information materials, including audio visual materials, program and training materials, reports and brochures;

Ensures timely dissemination of information to the public, staff and stakeholders to maximize participation and involvement throughout the various stages of projects from inception to completion;

Reviews technical reports and correspondence to assess public and staff impact, and prepares responses to stakeholder inquiries and complaints;

Maintains records and files to meet all government agency requirements.

Develops and maintains an effective communication system designed to solicit community, staff and stakeholder input, attitudes, priorities and needs for the purpose of planning and resolution.

Provides staff assistance to committees or groups, including advisory committees and boards set up to guide the direction of various new projects.

Recommends specific programs and activities to facilitate the goals and objectives of developing and maintaining community, staff and stakeholder participation in agency activities.

Represents the agency before other City officials, including the Mayor and the Board of Supervisors, community groups and leaders, State and Federal officials, on matters pertaining to community engagement in projects and programs.

Oversees the section's budget.

Prepares, coordinates and conducts community meetings to disseminate information to participants regarding department projects and activities.

Qualifications

· Possession of a Bachelor's degree from an accredited college or university; AND

· Three (3) years experience directing or coordinating community engagement, legislative affairs or public affairs programs.

Substitution: Additional experience as described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

Possession of a Master’s degree in public administration, public relations, political science, business, or journalism may be substituted for one (1) year of the required experience.

· Exceptional writing and public speaking skills.

· Strong public relations skills, including experience in public outreach, community relations, communications and conflict resolution.

· Experience developing content, designing program materials,campaignsand/orpresentationsfor racial, ethnic, and other marginalized communities including Black, Indigenous, Latinx, Asian, Pacific Islander, and Middle Eastern communities.

· Experience in building successful marketing programs to launch a product or an initiative, including social media, print, radio, video and other tactics.

· Ability to collaborate, and/or experience collaborating with, a diverse range of stakeholders, community groups, underserved or marginalized communities to facilitate dialogue and consensus through an open and inclusive public involvement process.

· Ability to distill highly technical information into simple concepts for non-technical stakeholders.

· Experience with Microsoft Office, Word, Excel, PowerPoint, Project and Adobe Creative Suite.

· Strong ability to thrive in a dynamic, fast-paced environment with multiple demands and priorities.

· Bilingual in Spanish or Cantonese.

· Possession of a valid driver’s license.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying):

Candidates will be prompted to complete a Supplemental Questionnaire as part of the online employment application. This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Basic Supervisory Exam: (Weight: 40%)

Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

The examination is administered via computer or in paper format. Qualified candidates will be notified of the particular format to be used in their test appointment notification.

The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

A passing score must be achieved on the Basic Supervisory Exam in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Training & Experience (T&E) Evaluation/Supplemental Questionnaire (Weight: 60%):

Candidates who pass the Basic Supervisory Exam will receive a Supplemental Questionnaire via email. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. It is important that the information provided on the supplemental questionnaire be accurate and complete. All statements made on the supplemental questionnaire are subject to verification.

Candidates must achieve a passing score on all exam components listed above in order to be placed on the eligible list/score report.

Certification Rule: The certification rule used for the eligible list/score report resulting from this selection process will be the Rule of Ten. The hiring department may conduct additional selection processes to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list/score report of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list/score report, shall not be made public unless required by law. However, an eligible list/score report shall be made available for public inspection, upon request, once the eligible list/score report is exhausted or expired and referrals resolved.
