Appointment Type: Temporary-Exempt. The duration of the appointment shall not exceed 36 months.Duties and Responsibilities

Lead and develop the organization's overall data strategy, aligning data initiatives with business objectives and ensuring that data resources are used effectively including anticipating future data needs and trends.

Collaborate with business stakeholders to develop the necessary domain knowledge and data models to enable and support data driven decision making.

Design and create data models that define how data should be structured, categorized, organized, and accessed within the organization's data infrastructure.

Develop the data vocabularies, conceptual, domain, logical, semantic, and physical data models relevant to the airport and aviation are essential to develop a Data Architecture for SFO.

With the support of the ITT Data Engineering team, design, develop, and maintain the organization's data infrastructure that includes the database repositories and storage, data pipelines, data catalog, and integration with SFO’s Enterprise Message Bus.

Manage high volumes of real-time, structured, unstructured, time-series and geo-spatial data according to their lifecycle to ensure high performance, availability, and security through the implementation of data pipelines.

Working with data analysts and data scientists, the data architect shall create data infrastructure to support the execution of analytic reports, machine learning and artificial intelligence models in a standard, repeatable manner utilizing the appropriate tools and frameworks to support integration.

Working with the ITT Enterprise Bus Integration team, the data architect shall collaborate to define the integration patterns and technologies to integrate data from various sources within the organization.

Develop ETL (Extract, Transform, Load) and ELT (Extract, Load and Transform) processes, data pipelines, data warehousing, and the creation of the Airport Operations Database (AODB).

Collaborate with the ITT Cybersecurity and Compliance team to secure data in transit and at-rest, define and enforce data governance policies, ensure data quality and integrity, consistency, and compliance with regulatory and retention requirements. Implement security measures to protect sensitive data from unauthorized access or breaches. This includes defining access controls, encryption, and data masking where necessary.

Collaborate with the ITT Cloud Infrastructure and Data Engineering teams to use Continuous Integration and Development (CI/CD) practices, and methodologies. Monitor and manage data infrastructure resources to optimize cost efficiency, develop budgets, and forecast future growth. Analyze growth impacts on network and cloud resources to perform cost analysis and forecasting. Improve the availability and Service Level Agreements (SLAs) for data services.

Research new technologies, frameworks, managed cloud services and cloud resources to provide leadership and recommendations to enable new capabilities or to improve operations and resolve problems.

Mentor staff to improve capabilities and to adopt new methods and practices.

Education:An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].Experience:

10 years in IT service delivery with the last five years in technical delivery in data engineering or data architecture

Substitution:Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full time employment.Applicants must meet the minimum qualification by the final filing date unless otherwise noted.Desirable Qualifications:

A Bachelor’s Degree in computer science, management information systems, data processing, electrical engineering, or a closely related field.

Additional 5 years of recent experience in IT service delivery in technical delivery in data engineering or data architecture.

Excellent communication skills both written and oral with the ability to influence stakeholders in closing architectural and design decisions in a timely manner

Project management skills to ensure delivery of data products and services on schedule with high quality.

Practice in Agile Methodology to lead developers and staff trough the software lifecycle development process.

Practice in mentoring staff to develop capabilities in data pipeline engineering and data architecture.

Takes API-First approach to integration with data products and services. Extensive experience in API design and in system and component design with attention to API security.

Expertise in data modeling utilizing Entity Relationship Diagrams (ERD) and Uniform Modeling Language (UML) to document designs and architecture. Use experience in TOGAF, ADM, ZACHMAN and frameworks to support SFO’s Data Architecture.

Practice in developing conceptual, logical, semantic, and physical data models and vocabularies that best support various business domains.

Practice in designing and implementing data warehouses and marts in a cloud environment.

Practice in the design and implementation of data Pipelines in cloud environments using a data integration platform.

Knowledge of event driven architecture and integration using Apache Kafka.

Knowledge and practice of CI/CD using Jenkins and GitHub.

Recent and verifiable experience in data related technologies (AWS RDS, S3, Aurora, Boomi Data Catalog, RDBMS, NoSQL, Databricks, Kafka, PowerBI, Snowflake, Spark, Tableau etc.).

Recent and verifiable experience in cloud environments and managed services using Amazon Web Services (AWS), Microsoft Azure, Google Cloud Platform and Oracle Cloud.
