Job Description

As the Deputy Director, you will assist the Executive Director in carrying out the rulings and the decisions of the Commission while managing the daily operations and activities of the department. With the support of staff, you will carry out the civil service and merit system provisions of the Charter. You will have citywide authority to conduct investigations and audits. You will have the opportunity to collaborate and work with various stakeholders within the City and County departments, unions, and the public. Building long-term relationships with trust and respect is vital in this role as you will have great influence working with department heads/managers and union representatives on how decisions are made. As Deputy Director you must have poise to observe and be a good listener to comprehend the full scope of the issues at hand. In addition, you will use your critical thinking skills to effectively communicate throughout the City and County of San Francisco. As Deputy Director you represent the Commission in all duties and functions performed.

Key Objectives

The Deputy Director has the following objectives:

  • Advises other departments on the application of the Civil Service Commission Rules, policies, and procedures.
  • Conducts research on the development, revision and application of civil service rules and policies to implement the civil service provisions of the Charter; assists the Executive Director in drafting rule and policy language to keep current with local, states, and federal laws; participates in meet and discuss/negotiations on rules and policy matters.
  • Provides presentations, training, and consultation to Commissions; Boards; elected officials; management, employees, union representatives, and community organizations.
  • Prepares, submits, and administers the departmental budget, and monitoring control of expenditures within limits of the budgetary appropriations.
  • Conducts complex Inspection Services and assists the Executive Director in advising departments on hiring practices and corrective action when necessary.
  • Directs the work of the Commission’s four full-time staff members and provides mentoring, coaching, and feedback to enhance individual performance, including annual performance appraisals.
  • Attends all Commission meetings; assists the Executive Director in carrying out the ruling and decisions of the Commission by correspondence and other means, including implementing directives from the Commission to the Human Resources Director, the Director of Transportation, and City departments on the merit system and other matters under its jurisdiction.
  • Assists in labor discussions as needed.

Qualifications

Education and Experience:

Possession of a baccalaureate degree from an accredited college or university.

AND

Five (5) years of verifiable professional-level analytical experience in: personnel and/or human resources administration in the public or private sector and/or development and evaluation of complex management/administrative policy. Three (3) of the five (5) years must include management with supervisory experience.

Education Substitution:

Additional qualifying experience, as defined under experience below, may be substituted for the required education on a year-for-year basis (30 semester units/45 quarter units equals one (1) year) for up to two (2) years of the required education.

Additional Desirable Qualifications:

Strategic in the ability to use good judgement in decision-making process while recognizing the importance of being open to different views.

  • Experience in collaborating with other departments in developing and implementing Diversity, Equity, and Inclusion Policies and Programs in the workplace.
  • Knowledge of and experience applying relevant local, state, and federal laws and/or related regulations.
  • Experience working with boards, commissions, or executive management teams in the public or private sector.
  • Experience in strengthening relationships with employee organizations and other departments.
  • Strong time management skills and track record of meeting performance deadlines while balancing priorities.
  • Knowledge of public sector budgeting, purchasing, and accounting.
  • Knowledge and experience in using innovative technology.

Additional Information

Compensation

: The normal annual salary range is $115,544 to $147,524. However, the annual salary range will be dependent upon the qualifications and experience of the selected candidate.

  • Retirement – Through the San Francisco Employee Retirement System (SFERS) a defined-benefit retirement is provided under the “2.3% at 65” miscellaneous employees’ formula.
  • Life Insurance – Life insurance is provided in the amount of $100,000 (increases to $150,000 in FY 2021-22)
  • Health Benefits – Eligible Municipal Executives may enroll themselves and eligible family members in medical, dental, and vision benefits.
  • Vacation – Ten (10) days accrued per year upon 1 year of service; fifteen (15) days accrued per year upon 5 years of service; twenty (20) days per year upon 15 years of service.
  • Management Leave - Five (5) days allotted per year.
  • Floating Holidays -Five (5) days allotted per year.
  • Legal Holidays – Twelve (12) paid legal holidays per year.
  • Sick Leave – Thirteen (13) days annually.
