Director of Application Delivery

Job Description

The Director of Application Delivery is responsible for the development and delivery of information technology applications. The Director is responsible for the full life cycle of applications. The Director will oversee the delivery of applications from initiation, product selection and/or custom development, testing, configuration and deployment, while ensuring quality assurance and regulatory compliance along with on-going training and operational support.

The Director defines application development standards and project delivery processes while actively participating in the setting of technical architectures. The Director manages Technical Line Managers and Project Delivery Managers to ensure the successful delivery of applications and the continual development of the requisite technically trained staff. As required the Director will supplement internal resources with external technical experts.

The Director is accountable for the delivery of commercially available solutions, internally developed applications, and will participate in the identification of the required infrastructure to support these applications. The Director is responsible for the full range of applications from enterprise wide ERP solutions, Web and Mobile applications, on through to custom applications that provide RAND with competitive advantage.

Leads the Application Delivery organization, engaging and partnering with the business units and end users of the solutions, becoming a full team member in providing capabilities and enabling change in the business. Possesses in-depth knowledge of RAND's business continually helping to identify ways to improve RAND's effectiveness and efficiency. Assembles the business cases, project costing, capital requests, metric capture and reporting, and demonstration of value secured.

Viewed internally and externally as the expert in terms of application delivery and technical application architecture while possessing a deep insight into solutions for a wide range of business and research applications. Serves as a critical technical advisor to business users and partners effectively with the business staff and researchers within RAND.

Qualifications
  • Technical depth in multiple application delivery arenas including commercial off-the-shelf applications, custom development utilizing both traditional and emerging implementation methodologies, and experience in one or more current programming languages.
  • Demonstrated success leading at least one successful commercial ERP implementation. Preferably Oracle ERP.
  • Proven experience designing, developing, and delivering custom enterprise-wide applications.
  • Successful partnership and influence of complex technical infrastructure projects as they support and interface with application delivery.
  • Deep knowledge of and demonstrated application delivery expertise. Demonstrated ability to establish a rigorous application delivery environment.
  • Broad business and technical knowledge, flexibility, and ability to apply the appropriate tool for specific needs.
  • Demonstrated strong leadership and management skills and the ability to secure results through others.
  • Experience managing multiple, simultaneous, significant application deliveries.
  • Exceptional business relationship skills. Leadership traits in ferreting out, properly documenting, and delivering on business requirements.
  • Deep knowledge and application of quality assurance methodologies to application delivery and experience meeting regulatory requirements of application solutions while achieving exceptional quality standards.
  • Excellent written and oral communication skills with the ability to effectively communicate with information technology professionals as well as very well educated researchers in various fields.

Education

Bachelor's degree in Computer Science, Software Engineering, a related field or equivalent work experience. Strong consideration will be given for advanced degrees in related fields and related professional certifications.

Experience

Minimum 15 years of information technology experience, with 10 years or more years of relevant application delivery experience. Requires advance to expert level knowledge and understanding of information architecture, applications systems design, integration of systems, and application delivery. Minimum of six years leadership experience in managing multiple, large, geographically dispersed cross-functional teams, and influencing senior level management and key stakeholders.
