JOB DESCRIPTION

Job Details Reporting to the VP, IT Shared Services, the role of the Director of Delivery Pipeline Management is critical to the success of Blue Shield of California and the Information Technology (IT) department in realizing its goals and objectives. This individual will play a key role as part of IT Shared Services leadership team in delivering on all aspects of delivery pipeline management. The Delivery Pipeline Management director will also provide leadership to transform the change management, release management, and delivery management process to champion quality for all products deployed to production and be the vocal advocate of the customer. Specifically, the role will be accountable for:

  • Developing and driving a detailed strategy for release and change management enabling continuous integration and continuous delivery (CI/CD).
  • Establishing automation within change and release management to enable autonomous delivery teams.
  • Developing core group of Release Train Engineers (RTEs) who will drive value stream adoption and lead Agile Release Trains (ART).
  • Establishing enterprise-wide shared process standards and governance for agile based intake, solution design, and delivery model.
  • Developing and maintaining the Operating Model for the Delivery Pipeline Management organization.
  • Trusted Partner for Enterprise Architecture, Application Services, Program/Portfolio Management, Infrastructure Services, Data Services, and Business Unit leaders to collaborate on work to identify and implement an effective combination of standards, governance, and to ensure timely release delivery.
  • Provides leadership for organization definition, planning, staffing and development to create a Great Place to Work.
  • Create and drive an organizational culture of continuous capability development and efficiency.
  • Create and implement the approach and plan to define, implement, and measure process improvements across the enterprise.
  • Engage and communicate with executive leadership to provide transparency with data to enable executive decision making.
  • Plan and maintain fiscal responsibility of the organizational budget and drive efficiencies to control spend.
  • Other duties as assigned.

QUALIFICATIONS

Education/Credentials

  • Minimum of 10 years of prior and relevant experience required, including 6 years of management experience.
  • Bachelor's degree required; emphasis on technology preferred
  • Trade certification preferred (e.g., scaled agile (SAFe) consultant, scrum master)
  • Detailed knowledge of Development Operations (DevOps) and Continuous Integration and Continuous Delivery (CI/CD) methods
  • Experience with Agile/Kanban/Scrum software development life cycle

Pay Range:

The pay range for this role is: 167200.00 to 250800.00 for California.
