Position Description

In the event of a disaster, HSA plays a lead role in sheltering/feeding effected residents and assuring the safety of vulnerable populations who receive services through its on-going programs.

Under the direction of the Deputy Director for Administration, the 0931 Disaster Response/Preparedness Director leads the internal HSA Disaster Response/Preparedness team and coordinates efforts to prepare HSA to deal with a wide range of incidents. They represent the Agency externally on disaster response/preparedness matters. They direct efforts to prepare managers and staff throughout the Agency in the preparations of plans, training of workers and coordination with partner agencies. They direct HSA’s Fire and Hazardous Housing Displacement programs, and the associated funds. Finally, for specific disaster situations, either alone or in combination with others, they assume a command or group or branch leadership role.

ESSENTIAL DUTIES AND FUNCTIONS

  1. Oversee and coordinate the planning process the Agency uses to assure continuation of operations in the event of all likely types of disasters.
  2. Lead the process by which the Agency stays ready to discharge its assigned disaster response functions in the areas of sheltering, and operating point of distribution and local assistance centers as well as the process by which it assures the safety of members of vulnerable populations.
  3. Assure that the Agency is prepared to operate its department operations command center (DOC), and to function within the larger City of San Francisco disaster response system.
  4. Build and maintain relationships with disaster preparedness officials from partner City agencies, other counties, the state, and community based non-profit organizations.
  5. Manage HSA’s housing subsidy programs for lower income San Francisco residents displaced temporarily by fire or orders to vacate hazardous housing.
  6. Collaborate with program staff across HSA to develop detailed policies and procedures for continuation of operations and disaster response activities, and lead training efforts to practice those protocols.
  7. Develop and coordinate the creation and implementation of Agency emergency and disaster plans, policies and procedures.
  8. Oversee training and exercises to improve staff readiness and test plans, policies and procedures.
  9. Participate in the development and implementation of citywide emergency and disaster exercises as a subject matter expert.
  10. Serve as primary point of contact for the department during emergency incidents and report to Emergency Operation Center as Agency representative.

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university;

AND

2.

Experience: Five (5) years of professional experience in the area of Emergency/Disaster Response/Preparedness. This experience must include three (3) years supervising professional staff.

Substitutions:

Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Experience Substitution: Possession of a Master’s degree in Public Policy, Public Administration, Business Administration, or related field may be substituted for one (1) year of the required professional experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Knowledge of Incident command and incident management systems
  • Incident Management Experience
  • Experience doing disaster preparedness and response work in a multi-agency environment
  • Experience with disaster related sheltering programs
