- Must have education equivalent to a Bachelor's Degree from an accredited college or university with major coursework in Transportation, City, or Regional Planning: Urban Studies; Geography, Geographic Information Systems (GIS), Public Administration, computer programming, or a related field.
- Monitors, maintains, and reports data using the advanced functions of the HASTUS scheduling software.
- Designs data solutions and generates data files to provide HASTUS data to downstream computer systems and other District departments and stakeholders.
- Collects, prepares and analyzes on-time performance, ridership, and other data in support of the National Transit Database reporting requirements, including the timely delivery of monthly, quarterly, and annual deliverables.
- Four (4) years of increasingly responsible experience in Transportation Planning or systems/scheduling analysis in a large urban public transportation system, including at least two
- Knowledge of current HASTUS scheduling software; computer interface design including SQL and advanced coding functions; principles of transit scheduling, transportation planning, and capital funding; principles and practices of data collection, analysis, and presentation; report writing; measures of transit effectiveness used to assess route performance; and current computer software programs for geographic information systems (GIS) as well as spreadsheets, databases, statistics, and word processing.
- Knowledge of Hastus BidWeb, Hastus DispatchDaily, and Hastus Planning.
- Ability to perform the advanced functions required by the current HASTUS scheduling software; quickly learn and effectively use new software applications when adopted by the District; troubleshoot and recommend solutions to data-related issues, including system interfaces to the HASTUS scheduling software application; manage multiple priorities to ensures HASTUS data accuracy within the quarterly sign-up timeline; prepare and deliver oral and written reports and technical presentations with recommendations for schedule changes and other immediate, sort, and long-range service delivery enhancements; design implement and manage schedule related changes; conduct cost/benefit, impact and other related technical analysis; meet deadlines, communicate in a clear, concise, persuasive, and tactful manner.

- A Master's in Computer Science, Computer Engineering, etc. is preferred.
- 6 or more years of IT and business/industry work experience including Architecture design and deployment, systems lifecycle management and infrastructure planning and operations.
- 4 or more years of public sector IT experience preferably in transit vertical.
- Leadership experience in managing multiple, large, cross-functional teams or projects, and influencing senior level management and key stakeholders.
- Experience with exposure to multiple, diverse technologies and processingenvironments
- Possess specialized technical skillsand have a clear understanding of District's businessprocesses and architectural configurations.
- Possess the functional, technical, analytical, coding and developmentskills.
- required to perform and make significant changes to existing systems and implement new initiatives.
- Knowledge of all components of holistic enterprise architecture, business reengineering principles and processes and basic knowledge of financial models and budgeting
- Experience in end-to-end Enterprise Resource Planning (ERP) Lifecycleimplementations.
- The Hastus Developer must have the following experience:
- i. Application Architecture: The HastuDeveloper shouldld have experience in implementing Hastus systems
- Infrastructure Architecture
- Middleware
- Business Intelligence (BI)
- Lead several application initiatives and be responsible for complete life cycle management for various projects.
- Provide functional and technical consulting services for various IT projects and system implementation services.
- Support District's suite of business systems is complex.
- Ability to continue to provide the expertise necessary to respond to the user's requests to make business related planned and unplanned enhancements to District's existing systems.
- Provides overall direction, guidance, and definition of IT architecture to effectively support the business strategy.
- Supports all architectural disciplines and champions' architectural initiatives.
- Reviews existing business processes and establishes metrics to improve business processes, as well as support of all architectural disciplines under their direction.
- Leads the Hastus review board and ensures that the solutions are compliant with target-state architecture models.
- Ability of working on concurrent tasks and meeting tight target dates since the existing projects, new enhancements and maintenance activities must be completed quickly to meet the organizational and technical challenges.
- Aligns Hastus strategy with business goals
- Defines, explains, and advocates technology strategy.
- Develops and communicates architectural policies, standards, guidelines, and procedures.
- Promotes the Hastus process, outcomes, and results to the organization and senior leadership.
- Leads the Hastus governance processes.
- Manages exceptions to architectural standards at an enterprise level.
- Reviews and/or analyzes and develops architectural requirements as neededfor the organization.
- Ensures the conceptual completeness of the technical solutions.
- Leads teams in developing technology plans.
- Approves modification of the enterprise architecture to accommodate projectneeds.
- Provides strategic consultation to business and IT leaders.
- Advises on options, risks, costs versus benefits, system impacts, and technology priorities.
- Works with business leaders to understand business requirements and help them understand how technology tradeoffs influence strategy.
- Develops a communication plan for architecture at the enterprise level.
- Directs the research and evaluation of emerging technology, industry, and market trends.
- Hastus Developer shall report to and take direction from the District's Application Manager.
- When Hastus Developer is onsite, shallwork closely with the District's IT Application Managerand Project Manager (PM) to plan the expected work for each assignment and the final list of deliverables.
- Hastus Developer shall back up all work products at the end of each workday onto a District designated storage area/device.
