Job Description

MOHCD is looking for an experienced affordable housing professional to implement it’s below market rate homeownership programs and rental affordable housing lotteries. Under immediate supervision, the incumbent performs journey level duties in monitoring and evaluating community development, housing and/or housing development, finance programs. The essential functions include:providing technical assistance to those seeking housing and partner organizations and their agents; reviewing and providing recommendations on affordable housing applications; assistance in development of homeownership and lottery preference programs; updating the City website in the areas of homeownership programs. The Community Development Specialistalso performs related duties as required.

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications:

  • Minimum two years’ experience in homeownership or affordable housing lottery administration.
  • Experience with government sponsored down payment assistance programs and multi layered financing or affordable rental housing programs that target low- and moderate-income households.
  • Capacity to undertake and prioritize various responsibilities.
  • Ability to efficiently execute instruction, work independently and properly prioritize multiple assignments with competing needs and revise priorities as conditions changes
  • Ability to meet deadlines and manage highly detailed work with accuracy.
  • Effectively interact with the public.
  • Represent MOHCD and conduct adult education activities.
  • Proficiency in Microsoft Excel and Word.
  • Experience working in Salesforce.
  • Experience in governmentally run affordable rental and homeownership programs targeting low and moderate income communities.
  • Commitment to contributing to MOHCD’s work to advance racial equity.

Salary - $84,994 - $103,324
