IT Project Manager - San Bernardino County

Sierra Cybernetics is seeking an experienced IT Project Manager to work for us supporting our San Bernardino County government client.

The County’s Probation department needs a new Case Management System. They are open to various options, including developing a customized in-house solution with modular flexibility or exploring alternatives from different vendors.

Probation needs a Project Manager to explore replacement options, which involves researching, evaluating, and ultimately presenting these solutions to Probation management so they can make an informed decision. The chosen solution will undergo the full project lifecycle, including initiation, planning, execution, monitoring, and closure phases, during which the Project Manager will maintain project documentation and metrics for service delivery, collaborate on workflow and implementation, manage project scope, and oversee resource roles and objectives throughout the project's lifecycle.

You will be responsible for executing project tasks to achieve goals, monitoring project performance, managing changes to scope, schedule, and costs, ensuring accurate project plans, and facilitating customer acceptance. Manages resource allocation, champions best practices and methodologies, applies development methodologies (e.g., Agile, Waterfall, Hybrid) and managed services best practices for compliance and security. Formalizes project closure and acceptance, proactively assesses and mitigates project risks, and gathers, documents, and manages project scope.

The position is expected to be a 12 month position full-time on-site in San Bernardino

Experience and Education:

Required:

5-8+ years' project management experience, including scope definition, problem solving, and leading distributed teams in complex environments (on-premises, cloud, hybrid).

5+ years' experience leading complex technology and enterprise projects.

5+ years' end-to-end experience with large-scale IT implementation projects.

3+ years' experience with RFPs, contract negotiation, vendor, and portfolio management.

5+ years' experience with Agile, Waterfall, or Hybrid methodologies.

2+ years' experience as a Scrum Master and/or Product Owner.

Ability to identify project risks and develop risk management plans.

Highly Preferred:

Bachelor’s degree in Business Administration, Computer Science, or related field.

Previous functional/technical Government Program experience.

PMP or Scrum equivalent certification.

Proficiency with Azure DevOps and CI/CD Pipelines.
