JOB DESCRIPTION
The Data and Analytics (D&A) Technology Platform Administration team implements and supports management of the data management/data warehousing technology platforms that provide data processing (Spark), data integration (ELT/ETL/Data Vault/Virtualization/Streaming with technologies like Denodo, Wherescape, Informatica Powercenter/IICS), data quality, master data management (IBM/Reltio), reference data management, metadata management and analytics including self-service data preparation (SAS), data visualization (Tableau), descriptive statistics (SAS), and data science with implementations on Azure and on-premise (phasing out). Blue Shield of California is in a transformative phase with greenfield technology stack implementation on Azure underway providing exciting opportunities with modern methodology and technologies. The Manager, Data & Analytics Tools Administrator will report to the Senior Manager, Enterprise Data Governance and Tools. In this role, you will lead D&A related technologies through their lifecycle with design, implementation, support operations and retirement. In this role, you will:- Support advancement and operational maturity of D&A capabilities of Blue Shield with tools and technology platforms by adoption of best practices in deployments and usage
- Own D&A technology platforms as products and drive implementation roadmaps. Manage upgrades, integrations with other Enterprise capabilities like monitoring/observability, scheduling, DevOps, FinOps etc
- Bring continuous improvement with agile mindset using code first (including Infrastructure as Code) approach and transparency metrics on the platform
- Manage operations of the technology platforms with service levels and compliance with Blue Shield of California standards and policies
- Manage evaluations, contracts, implementation and operationalization of D&A technologies with ongoing vendor relationship, financial planning and license compliance
- Manage staffing, including recruiting and hiring new team members as needed, based on assessments of the talent of the existing team's resources and the labor needs
- Be responsible for overall implementation of departmental goals and objectives
- Manage control of activities such as systems design and analysis, applications and systems programming, database management, network systems, telecommunications, and data processing operations
- Be responsible for building and growing talent; support your team through encouragement and by example
- Be responsible for complex projects, clients, products, and programs
- Requires a Bachelor's degree or equivalent work experience
- Requires at least 7 years prior relevant experience, including 3 years of management experience gained as a team leader, supervisor or project/program manager
- Knowledge of implementing technology platforms on Windows, Linux platforms (or SAAS/PAAS in cloud) on premise and cloud (Azure preferred). Ability to automate with Infrastructure as Code is a plus
- Knowledge of data management and analytics concepts for collaboration with data engineering, analytics and data science teams
- Knowledge of security, monitoring, service management and compliance concepts acquired by first hand experiences
- Experience in technology vendor interactions on license terms, cost management, support issues, product roadmap and effective adoption
- Experience in owning and providing administration service in D&A area
