Annual Salary:$124,696.00- $159,146.00 annually (Effective January 8, 2022)

The Manager of Funding Strategy and Programs leads, plans, and organizes the activities of the Funding Strategy and Programs Office carrying out the SFMTA’s funding and revenue policy, programming, and strategy activities. This position leads a team that is at the forefront of SFMTA advocacy, developing plans, programs, and proposals to advance transportation priorities in San Francisco. The position oversees large, often cross-functional, organization-wide initiatives, bringing together important stakeholders and helping to drive decisions on scope, cost, messaging, and strategy. This is done through high quality planning, collaboration with SFMTA divisions and sections, well-designed and developed communication materials, with the ability to build a case for local, regional, state, and federal audiences, as well as the public. The objective is to develop strong pitches and proposals that demonstrate the value of transportation infrastructure investment, safe streets for all, and affordable, accessible, and reliable transit that would win with any audience.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

· Manages and oversees the development strategies to expand and enhance the City’s transportation system through planning, strategic thinking, project management, policy analysis, historical research, and preparation of complex reports.

· Develops policies, funding strategies and legislation to advance San Francisco transportation goals and objectives, leading research and analytical support and advocacy before governmental agencies and the public.

· Develops strategies regarding traditional and innovative funding mechanisms and tools that support the SFMTA’s financial capacity, predictability, and sustainability.

· Leads the review of federal, state and local legislation and regulations for potential impact on San Francisco funding priorities and develops responses, briefings, and advocacy documents in coordination with the Government Affairs Division.

· Works with program and project managers to prioritize projects and plans for near-, medium- and long-term funding opportunities building consensus and resolving issues.

· Oversees timely submittal of high quality and compelling competitive grant requests including project justifications, costs and schedules; serves as the lead communicator on grant processes.

· Leads external advocacy and communications related to transportation funding service and infrastructure.

· Represents SFMTA interests with funding partners; builds productive and responsive relationships with peers (e.g. Caltrain, BART) and partner funding agencies (e.g. San Francisco County Transportation Authority and the Metropolitan Transportation Commission).

· Negotiates and resolves complex funding issues and policy challenges with federal, state, and regional transportation funding agencies.

· Performs related duties and responsibilities as assigned.

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university;

AND

2. Five (5) years of professional experience in planning, transportation planning, budget management, financial management, business, grant management, or government affairs, which must include two (2) years ofsupervisory experience.

Substitution: Possession of a master’s degree from an accredited college or university may substitute for one (1) year of the experience requirement. (This substitution may not be applied to the two (2) years of supervisory experience requirement).

Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis. One-year (2000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Notes:

Applicants must meet the minimum qualifications by the final filing date unless otherwise noted. One year of full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

·Experience with Microsoft Excel or PowerBI to perform complex data analysis.

·Experience with developing graphic design and presentation materials using Adobe Creative Suite (Illustrator, Photoshop, InDesign).

·Experience with geographic information systems, specifically ArcGIS, for mapping and spatial analysis.

·Experience with effectively dealing with peer and higher-level representatives of Federal, State, local and regional agencies.

·Experience with speaking and/or presenting before public boards and commissions, representatives of business and public interest groups.

·Experience with transportation capital funding processes and procedures used by federal, state and local governments.

·Ability to mentor, mobilize, build trust, and motivate teams.

·Ability to coordinate and supervise projects, analyze and solve problems.

·Ability to plan and direct the work of subordinate staff; communicate with staff and representatives of business and public interest groups, organizations, and public officials in clarifying and interpreting planning and funding policy and programming regulations.

·Ability to multi-task, manage stress, and successfully adapt to new situations as they arise and meet project deadlines
