KORE1, a nationwide provider of staffing and recruiting solutions, has an immediate opening for an IT Project Manager in Oxnard, California. Essential Functions:Demonstrate strategic vision, plan, and anticipates, and applies deep program and project management competency to ensure technology efforts align with and achieve business-technology objectives. Ensures IT program alignment with business strategy, resource allocations and required timing. Collaborate with IT business partners and operational leadership counterparts to plan and coordinate transformation initiatives; critical success factors; project charters, business and technology requirements, specifications, and deliverables; portfolio roadmaps (priority, timing); funding and resource requirements; schedules; risk assessments and mitigation plans; RAID logs; contractual documents (external providers) and to measure progress and proactively correct course as required.Establish and lead the program management office, including cross functional stakeholders and advance best practices for program / project intake to delivery, including financial management, resource planning, portfolio and project governance, and business change readiness processes. Manage the full life cycle of projects including everything from planning, initiation, resourcing, execution, monitoring, control, completion, and conducting after action review Create a center of excellence to nurture project management practitioners and share knowledge of industry best practicesFacilitate among the PPM stakeholders and organizational leadership a consensus around the mission and vision of the PPM organization to foster a project-management-oriented culture and mindsetEngage senior leadership and business partners to define the PPM mission, goals, and operating model, and releases/revises/maintains this after senior management approval, in the form of the PPM charter Lead the identification and implementation of project management processes, methodologies, tools, guidelines, and standards to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project delivery. Methodologies may include but are not limited to waterfall, Agile, Scrum, Lean Interface with senior leadership to define program and project priorities and implementation opportunities and challenges, and ensure they are kept up to date with project risks and opportunities; provides the information needed to assess which proposals have the highest potential value, impact, and strategic alignment Review and negotiate contractual documents to ensure appropriate objectives, deliverables and measures of success are included and that vendor partner objectives and incentives are aligned with those of the organization. Develop financial analyses of benefits, costs and ensure investments are commensurate with the value derived. Also incorporate non-financial value (risk mitigation, compliance, customer satisfaction, quality, obsolescence, etc.) into program analyses and objectives

A Bachelor's Degree from an accredited college or university with major coursework in Computer Science, Information Systems, Electronics Engineering, Voice/Data Communications, Public/Business Administration or a related fieldPossession of the equivalent of five (5) years of progressively responsible professional experience in technical, administrative or staff capacity with responsibility for planning, organizing and implementing information system programs and projects, including two years of supervisory experienceProven ability to quickly earn the trust of sponsors and key stakeholders Experience transitioning an organization from traditional practices to agile methodologies and DevOps 5+ years of business unit or business unit facing experience with sensitivity and commitment to business problem solvingAbility to manage and support a tactical portfolio resource plan by mapping future demand to forecast project completions/barriers in the project portfolio Strong business acumen, including, domain-specific knowledge of the enterprise and its business units Experience with frameworks such as ITIL, COBIT, and NIST Excellent verbal and written communication skills, including the ability to explain IT concepts and technologies to business leaders and business concepts to PPM staff Expert level project and change management skills and experience, plus significant knowledge of project and portfolio management planning tools with evidence of practical application Progressive experience in IT at medium to large size public/private organizations Local government and/or public sector experience Experience with one or more project management methodologies (for example, PMI PMBOK, PRINCE2, Agile, Lean, Scrum) Budget, cost, and vendor management skills and experience Membership of professional organizations, trade, or user groups and a pattern of regular attendance at industry conferences to enhance knowledge of current technology
