Job SummaryThe Physical Security Manager will be responsible for the leadership and management of the Special Access Physical Security program in El Segundo & Goleta, CA. The candidate will support Physical Security leadership with all facility construction that supports classified programs in compliance with the Intelligence Community Directives (ICD705), DCID 6/9, and CNSSI 7003. Communicates with internal and external customers pertaining to all aspects of physical security, such as: accreditation, co-use agreement, modification, automated access control systems, intrusion detection systems, and decertification. Provides support for all physical/technical security visits, assessments, and inspections. Creates/Maintains Accreditation packages such as: Construction Security Plan (CSP), Pre-Construction Checklist, Fixed Facility Checklist (FFC), TEMPEST Checklist, and any other documentation needed. Articulates security requirements to Physical Security Management, Facilities Project Managers, Engineers, and general contractors. Perform in a dynamic environment with minimal supervision. Control, monitor, and perform inspections for new construction activities, along with reading construction blueprints. Candidate must have an extensive knowledge of access control systems operations and programing. Responsibilities to Anticipate:
Coordinates with the Defense Counterintelligence Security Agency (DCSA), DoD sponsors, local Law enforcements, Defense Intelligence Agency, National Security Agency (NSA) and other elements of the U.S. government on inspections, reviews, investigations, security violations and other reportable items.
Develop, and oversees physical security measures (e.g., alarm response, ACS & IDS, CCTV operations).
Conducts security investigations of site incidents, interview personnel, prepare investigation reports and coach employees on proper security protocols.
Assists security management in developing an annual business plan to include budgets and forecasts.
Provides advice and assistance to staff as well as to subcontractors on security related matters.
Oversee security system installation projects and manage vendor performance against company expected service level standards.
Basic Qualifications:
Existing Top-Secret and SCI clearance.
Widespread knowledge of Access Control Systems (ACS), Intrusion Detection Systems (IDS) and classified construction.
Must be able to understand, implement and ensure compliance with the DoD Manual 5205.07 Volumes 1-4, 5220.22-M, NISPOM, 32 CFR Part 117. Intelligence Community Directives (ICDs), and related Industrial Security Guidance Manuals or Special Program Security directive.
Able to perform after hours duties related to construction activities or emergency response situations.
Candidate must perform company travel as needed.
Well knowledge of computer software such as Microsoft Office Programs, Adobe PDF, and any related Company software.
Preferred Qualifications:
ICD705 SCIF Construction Certification
Physical Security Professional (PSP) certification
Working knowledge of Industrial Security or similar Aerospace security functions.
Center for Development of Security Excellence (CDSE) Physical Security Certifications.
Understanding of SCI and SAP programs.
Required Education (including Major):
Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years’ experience.
