Job Description
The 1824 Principal Analytics Analystprovides critical support to the Chief Data Officer (CDO). We break our work into three interrelated areas: Data Sharing, Data Governance, and Data Use. Data Use is the primary domain of the Principal Analytics Analyst and drives and orients the work in the other two areas. To address data use needs across CCSF, we first surface analytical problems that need solving, identify the barriers to solving them, then create paths to address them. This often requires working through a mix of technical, policy, and organizational issues.
The Principal Analytics Analystis responsible for developing a proactive approach that is human and problem-centered and always sets equity and ethics at its core. The Principal Analytics Analyst must translate a myriad of needs from across CCSF into clear and coherent action. This work is not done in isolation but in collaboration with many CCSF analysts and stakeholders. To address these needs, the Principal Analytics Analyst will, in coordination with the CDO and DataSF team, adapt existing DataSF programs or develop and (potentially) manage new ones.
Along the way, the Principal Analytics Analystshould expect to conduct the occasional analytic proof-of-concept to demonstrate value or move the work forward. While the Principal Analytics Analyst will not supervise the work of analysts across the City, the positionwill help shape approaches to complex analytical problems and build programs that benefit all CCSF analysts.

Key Objectives:You’ll project manage the DataScienceSF service
DataScienceSF (DSSF) is an established service from DataSF that helps departments achieve more with their existing resources using advanced analytics.
DSSF works with departments to define a problem, identify statistical methods to address it, and develop and institute a tool to improve their work. The final product of DataScienceSF isn't a recommendation or a report but a service change. The objective of DSSF is to demonstrate the power of data science through a series of department projects. The goal is to reveal strong business cases for advanced analytics.
The Principal Analytics Analystwill work closely with DataSF’s Data Scientist to execute a series of data science projects.
The Principal Analytics Analystis responsible for:
- Managing the project solicitation process
- Project managing the data science engagements
- Managing communications and creating a library of successful projects
- Conducting user, policy, and context research to support projects
- Ensuring equity and ethics is centered via engagement with DSSF’s Ethics and Algorithm Toolkit
- Strategically adapting and growing the DataScienceSF program to meet the evolving needs of the City
You’ll foster analytical culture change in the City
The Principal Analytics Analyst is responsible for fostering analytical culture change to remove the barriers hindering the city’s analysts and data users. This involves managing existing initiatives, conducting user research to identify gaps, and recommending new programs to the Chief Data Officer to address these gaps. Examples of past initiatives are the adoption and promotion of PowerBI in collaboration with the Department of Technology, developing Data Academy in partnership with the Controller’s Office, and collaborating with Digital Services and the Controller’s Office to develop guides and templates for more accessible public reporting.
A successful candidate will know culture change does not simply happen as a result of the ideas or efforts of a single person. Achieving change at scale invariably involves stakeholder coordination and balancing tradeoffs.
The Principal Analytics Analyst will be responsible for:
- Nurturing existing communities of practice
- Collaborating with the Controller’s Office on Data Academy; depending on skillset and interest, potentially developing new trainings or teaching existing ones
- Working with SF Digital Services to promote public data reporting on sf.gov
- Identifying gaps and improving approaches to equity analysis in the city
- Coordinating and collaborating with DataSF’s other staff to identify improvements to the data portal to enable better analytics
- Conducting strategic organizational analyses to identify analytics gaps and developing programs or initiatives to fill them
You’ll conduct strategic analytics projects
DataSF occasionally engages in targeted analytical projects that do not require the advanced statistical modeling of the DataScienceSF program. The objective of ad-hoc analysis projects is to either demonstrate a novel technique or approach that is replicable for the broaderanalyst job class in the city, demonstrate the use of open data or other DataSF products, or encourage the creation of new data sets.
The Principal Analytics Analyst will be responsible for:
- Conducting high-quality analyses
- Appropriately scoping projects as lightweight engagements that leverage existing departmental resources
- Briefing the Chief Data Officer or departmental clients on analyses
- Ensuring methods are well documented for replication by other analysts
- When appropriate, developing trainings/workshops to promote adoption of methods
Qualifications
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A;
OR2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;Substitution: Applicants may substitute up to two (2) years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. - Familiarity with statistical concepts, including descriptive and inferential statistics as well as experimental design
- Demonstrated ability to integrate, clean, analyze, and interpret data from disparate data sets

- Understanding ethics, equity, and bias as it relates to data and analytics
- Familiar with concepts of user-centered design and user research
