Overview

Credence Management Solutions, LLC (Credence) is seeking a Program Analyst SME to support our U-2 Intelligence, Surveillance, Reconnaissance/ Special Operations Forces (U-2 ISR/SOF) at Beale AFB, CA. The U-2 Branch (AFLCMC/HBGA) is comprised of Government civilian, military, and Contractor personnel which support three Sections: Airframe, Sensors and Systems, of which multiple IPT's provide full sustainment of cradle-to-grave support to the U-2 program.

The U-2 aircraft delivers high-altitude, all-weather surveillance and reconnaissance, day or night, in direct support of U.S. and allied forces. It delivers critical imagery and signals intelligence to decision makers throughout all phases of conflict, including peacetime indications and warnings, low-intensity conflict, and large-scale hostilities.

The Program Analyst SME shall demonstrate and advanced knowledge of business and trade practices; characteristics and use of equipment, products, or property, industrial production methods and processes. TheProgram Analyst SME shall demonstrate subject matter expertise and specialized experience using analytical methods and performance measuring techniques to assess program effectiveness, and cost, schedule and performance.

Responsibilities

  • Provide advanced leadership ability while working in concert with Senior Center, Wing and Branch Leadership
  • Facilitate the execution of collecting, monitoring, auditing, evaluating, correcting and analyzing data to ensure senior leadership is informed, knowledgeable and assured that the data is accurate, timely and compliant with requirements
  • Demonstrate an advanced ability to interpret established guidelines and directives and apply to document preparation and associated action; providing counsel and guidance to Division/Branch personnel and leadership
  • Perform advanced database development work, including but not limited to design, data extraction/reconciliation
  • Perform other duties including: edit material for senior management level personnel; brief and speak in senior management level meetings and forums to include general officer level; plan, organize and conduct meetings, off-sites and PMRs to include developing goals and outcomes
  • Support development of and update the PPP and the Counterintelligence Support Plans (CISP), Integrate Threat Assessments, OPSEC Plans, Review the System Threat and Analysis Reports annually, provide written summaries and incorporate threat changes and countermeasures into the PPP
  • Maintain and monitor contract budget databases to include CCaRS, ABSS, PRs, RAITs and Earned Value Reports
  • Assist the data base administrator on coordinating Government directed updates
  • Support Award Fee tasks associated with the Award Fee Contract Structure
  • Monitor Functional Director and COR assignments and Award Fee Data Base Inputs
  • Monitor Award Fee Data Base operations and assist users as necessary
  • Update Award Fee database with users input as needed
  • Provide Award Fee Data Base administration to include revised requirements, user assignments and permissions
  • Perform Data Collection, Analysis and Reporting for derived organization reporting responsibilities. Report CDRL findings against the appropriate Award Fee Metrics on a monthly basis
  • Prepare Award Fee Presentations on a Quarterly Basis

  • Preferred experience to include:
    • Cleaning and maintaining Full Pressure Suits (FPS), helmets and aircrew flight equipment by providing technical and functional support needed of U-2 specific/high-altitude life sustaining equipment.
    • Operate and maintain special purpose test equipment used to inspect FPS and life support components used in the FPS system and could possibly instruct unit personnel on theory, use and OJT procedures for maintaining FPS components based on their experience level.

Qualifications

  • Active Secret security clearance is required.
  • Bachelors Degree desired
  • Minimum five (5) years specialized experience required.
  • Excellent written and verbal communication skills
  • Willingness to travel is required.
