Program Manager-Capture PlanningSuccess leading, developing, and executing capture teams in large DoD contracts. Ability to identify future business opportunities, lead task order proposals under ID/IQ contracts, and contribute to overall business growth.Experience managing large projects/programs with DoD, emphasizing the US Navy and Air Force, in environmental remediation scopes.Experience effectively managing cost-reimbursable, firm-fixed-price, time and materials and performance-based remediation contracts.Strong understanding of and assuring compliance with the Resource Conservation and Recovery Act Comprehensive Environmental Response, Compensation and Liability Act, Toxic Substances Control Act, regulationsExperience scoping, planning, and managing implementation of soil, groundwater, surface water, and/or soil-gas contamination laboratory studies, field investigations, feasibility studies, design engineering, and construction quality assurance for remediation projects.ResponsibilitiesServe as Navy Client Account Manager and lead the development of capture strategy for a portfolio of Navy and/or other government programs.Lead capture opportunities for large contracts. Form winning teams based on customer and domain knowledge, performance requirements, key personnel and past performance requirements, competitor positioning and capabilities, Provides market and competitor intelligence that defines, develops, and integrates win strategies. Serves as an effective Program Manager for existing and future government contracts with annual business volume within a matrix organization requiring coordination of geographically dispersed project teams, clients/Key QualificationsBachelor’s Degree in Engineering, Geology or related sciences and minimum 15 years of experience successfully managing remedial investigation, remediation design and implementation on multiple projects and experience with feasibility studies and remedial alternative evaluations for the US Navy, Air Force, and Army.Strong consideration will be placed on those who have a strong Navy Environmental Program Management experience.Program Management experience, overseeing management of large programsDemonstrated experience leading and succeeding in capture planning (with emphasis on the Navy) contracts.Demonstrated experience building and leading client account teams responsible for capturing business with DoD.
