The WWE treatment facility assets include facilities located at Southeast Water Pollution Control Plant (SEP), North Point Wet-Weather Facility (NPF), Oceanside Water Pollution Control Plant (OSP) and Treasure Island Water Resource Recovery Facility (TIWRRF). With general supervision from the Senior Project Manager, the PM I will take the lead on performing project management duties including overseeing planning, environmental review, design, construction, construction management, and closeout phases of wastewater treatment facilities RNR infrastructure projects.Essential Functions:The tasks involved in the various projects are as follows:a. Project Management: Manage project budget, schedule, and scope. Routine reporting, executive management presentations, and external stakeholder interface.b. Needs Definition, Condition Assessment, and Alternatives Identification: Define the project needs, assess the conditions of all existing pertinent facilities, and identify feasible alternatives to address project needs.c. Alternatives Evaluation: Evaluate various alternatives for meeting the project objectives based on designated evaluation criteria. Recommend the preferred alternative.d. Conceptual Engineering Report: Prepare a report that specifies the 10% design level for the recommended alternative.e. Environmental Review: Conduct required environmental studies and analyze and evaluate project construction implementation alternatives. If necessary, prepare draft and final EIR and EIS for circulation and public hearings. Pursue statutory exemption, categorical exemption, or mitigated negative declaration where feasible.f. Engineering Design: Develop 100% construction documents (plans, specifications and engineering cost estimate) for the project.g. Bid and Contracting Support: Support PUC Contracts for bidding, the PUC award process, and contracting. Support coordination with construction contracts administered by other City agencies, such as Public Works.h. Construction Management Support: Support construction management to facilitate project construction.i. Operational Start-Up and Close-Out: Support the operational start-up of any newly constructed facilities and finalize project finances during close-out.The Project Manager I will perform other related duties as required.Minimum Qualifications:These minimum qualifications establish the education, training, experience, special skills, and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.Bachelor's Degree in architecture, engineering or planning plus four (4) years of responsible architectural, engineering or construction management experience, ORA Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project, OREight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, ORCalifornia registration as professional engineer or architect.One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)
