DescriptionRVP State AffairsLocation: Within 50 miles of Sacramento, CA Elevance Health office.SummaryThe Regional Vice President (RVP) for State Affairs leads California Government Relations efforts and oversees regional team of leaders for California, Colorado, Kansas, Nevada, Texas, and Washington. RVP is responsible for government relations engagement and awareness for 17 states in the western region.​ Position Responsibilities

Directs and advises on the development of strategies to advocate enterprise and state specific legislative and regulatory positions to support business goals and objectives.

Represents the enterprise and its specific businesses and leads the company’s advocacy efforts.

Establishes and maintains strong relationships with legislators, regulators, other policymakers and their staff.

Establishes best practices for utilizing PAC and/or corporate political contributions.

Directs and advises on the development of coalitions and target grassroots capabilities.

Manages budgets and issues of importance to the enterprise and contracted lobbying staff.

Partners with SBUs and CEEs to inform and support business planning processes and proactively raise and address issues of concern.

Makes internal and external written and oral presentations on behalf of the company.

Serves as a leader in trade associations and other advocacy organizations to influence their positions, tactics, and strategies to support enterprise goals.

Directs the development and maintenance of policies and procedures to ensure the company's awareness of and the impact on federal, state, and local legislation and regulations affecting the company.

Hires, trains, coaches, counsels, and evaluates performance of direct reports.

Position RequirementsRequires a BA/BS in a related field; 15 years of legislative, regulatory, political, public affairs or industry experience including prior management experience; or any combination of education and experience, which would provide an equivalent background.Preferred Skills, Capabilities and Experiences

MS preferred.

Experience working with external stakeholders (Externally: State and Local elected and appointed officials (and their key staff) including, but not limited to, Governors, Lieutenant Governors, Attorneys General, State Legislators, Insurance Commissioners, Budget Officers, Medicaid Directors, and Mayors.

Experience developing and executing strategies to grow new business with and around government.

Healthcare background.

Relevant past experience in government relations such as lobbying, public policy, public relations, or consulting, specifically in California.

For candidates working in person or remotely in the below locations, the salary range for this specific position is $188,800.00 to $311,520.Locations: CaliforniaIn addition to your salary, Elevance Health offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
