OVERVIEW

The Judicial Council of California is accepting applications for the position of Senior Analyst (Limited Term) within the Criminal Justice Services office. CJS is a dynamic, multi-disciplinary office made up of attorneys, researchers, analysts, and other subject matter experts. The office focuses on supporting courts to ensure public access to fair and equal justice in the criminal justice system.

The Senior Analyst position is a regular, full-time, limited term assignment for a duration of no more than 2 years.

The Senior Analyst will primarily focus on leading the implementation of the US Department of Justice State Crisis Intervention Program (SCIP) within a three-year agreement with the Board of State and Community Corrections (BSCC). The SCIP program aims to expand and enhance collaborative justice courts, specifically mental health and veterans’ courts, with a focus on gun relinquishment and gun violence prevention efforts. Working under the guidance of a manager, this role will oversee a team responsible for executing the program. Responsibilities include 1) Managing the process to select courts proposing to implement collaborative court and mental health diversion programs; 2) Acting as the main point of contact for the BSCC providing regular; 3) Developing and executing a comprehensive technical assistance and educational resources program for courts and their local justice system partners; 4) Planning and coordinating interviews with local court and justice system partner staff to document existing gun relinquishment procedures in criminal cases, including seeking input from external experts as necessary.

The successful candidate will be expected to work in the Judicial Council’s San Francisco or Sacramento office; hybrid work options for employees who live in areas surrounding these locations may be considered.

RESPONSIBILITIES

Serve as a subject matter expert on collaborative courts and law and process related to gun possession and relinquishment.

Under the guidance of a manager, lead a team responsible for administering an RFP process to select courts to implement collaborative courts and mental health diversion programs with a special focus on gun relinquishment.

Implement an application review processes including selection of review panel, defining a proposal review scoring matrix, and calculating proposed combined award amounts.

Serve as primary point of contact for Board of State and Community Corrections to ensure compliance in all aspects of program implementation and evaluation.

Lead a research study to compile a detailed analysis of local court and justice system partner processes for gun relinquishment for prohibited persons.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Bachelor’s degree, and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One year in the Analyst classification with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:

Bachelor’s degree in Criminology, Sociology, Public Policy or a related field

Outstanding research, analytical, and oral and written communication skills.

Experience researching, analyzing, and writing about criminal justice issues specifically firearms rights and prohibitions.

Experience interacting with justice system stakeholders. (i.e., courts, probation departments, sheriffs and jail administrators, attorneys, and service providers)

Ability to set priorities, produce high quality work product under pressure, respond with flexibility to changing program demands, and work efficiently and independently but with close supervision of final work product.

Ability to work cooperatively and effectively as part of a team to accomplish important goals.
