Job Description

Under the general supervision of the Finance Director, the 1823 Senior Administrative Analyst develops and manages the department’s $40 million annual budget. The Senior Budget & Financial Analyst is responsible for developing, analyzing and monitoring the JPD budget in close consultation with the Finance Director, Research & Planning Director, division directors and the Chief Juvenile Probation Officer. In addition, the Senior Budget Analyst determines the fiscal impacts of federal, state and local policies, and present recommendations and analysis to stakeholders.

Essential Duties and Responsibilities:

  1. Performing professional-level analytical and administrative work including developing, analyzing, and negotiating the department’s /program budgets and/or policy issues with the Mayor’s Office, the Board of Supervisors, and the Controller’s Office.
  2. Analyzing trends in budget expenditures and revenues, preparing budget/financial reports for management, Mayor's Office, Board of Supervisors, Controller's Office and various funding agencies; coordinating and monitoring departmental reporting to funding agencies including the subvention of funds to contracting organizations, justifying that funds are used as required.
  3. Researching, analyzing, and formulating policy recommendations on complex and/or sensitive projects for executive management on issues concerning JPD budget, finance, legislative, and operational issues. Preparing revenue and expense analyses to determine the fiscal impact of various program initiatives and State, Federal and Municipal mandates. Interpreting federal, state and local policies to determine budget impacts.
  4. Preparing written budget narratives, presentations, charts and graphs to synthesize and communicate about departmental budget and policy issues.
  5. Developing and implementing new or improved standard operating procedures for budget and/or fiscal operations.
  6. Collaborating with other City departments and community providers on budget and fiscal policy affecting social services; coordinating activities relating to the application for and management of grants, revenues, and subventions from private, State, and Federal sources.
  7. The work requires strong analytical skills; the ability to multi-task and shift priorities in all areas of budget administration quickly and effectively; making budget and accounting system entries; comfort with technical details as well as big picture concepts; strong oral and written communication skills; the ability to make effective oral presentations to a variety of audiences at all levels of expertise; public contact; working a full-time schedule; establishing, maintaining and fostering harmonious working relationships with those contacted in the course of work; flexibility; and effectively managing stress of last minute projects.

Qualifications

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR
  4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Salary Range for 1823 Sr. Administrative Analyst

This is a Full-Time, position exempt from the Permanent civil service process, serving at the discretion of the appointing officer The duration of this position shall not exceed three years.
