Job Description

Under the direction ofthe Data and Performance Manager,the SeniorData Analystwill plan,organize,and conduct important, difficult, complex, and sensitive analyticalwork that hasasubstantiveimpactontheoperationsandbusinessprocessesforOEWD’sWorkforce Development and Economic Developmentdivisions.As theSeniorDataAnalyst, your rolewill be towork independently withprogram staff to define and operationalize key program metrics and indicators; analyzeand present data to internal and external stakeholders;evaluate the impact of existing and newly enacted programs;andassist with the improvementof existing data collection and reporting systemsbyfacilitatingprocess improvementefforts.

The ideal candidate willunderstandcontemporary toolsavailable and standard methodology for collecting,managingand analyzingdata of a municipal department to enable the department to engage instrategic planning and business analytics; strong analytical skills; project andtime management experience within a complex governance system; and theability to incorporate problem solving, critical thinking and tactical executioninto their daily work.

Key Responsibilities:

  • Conduct complex data analysis related toprogramutilization, outcomes, and operations for the purposes of meeting regulatory or funding requirements, satisfying ad hoc requests, or supporting program evaluation and performance accountability needs.

  • Develop and maintain dashboards for both public reporting and internal management purposes.

  • Supportorganizational data governance byacting as a data steward,working cross functionally with variousprogramteamsand bydevelopingpoliciesandstandardsto be used across OEWD’s data systems, includingWorkforceCentralandWorkforceLink.

  • Support OEWDwith thedevelopmentofa comprehensive set ofkeyperformance indicatorsand program metricsthat align with fundingsource requirements,best practices,andorganizational priorities andgoals.

  • Compileand report socioeconomic data and labor marketdata for use by internal and external stakeholders.

  • Project manage data reporting and data system improvement efforts.

  • Respond to informational requests, including those of a highly sensitive nature.

  • Performs related duties as required.

Qualifications

Minimum Qualifications

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications

  • Experience using data visualization tools, such as PowerBi or Tableau to create compelling and informative data visualizations

  • Experience using Salesforce products and services

  • Experience using statistical software, such as STATA, SPSS, or R to analyze large and complex datasets

  • Experience in GIS and mapping concepts and tools or equivalent

  • Experience in using SQL to query data from relational database management systems

  • Experience planning and managing multiple analytical projects independently, including working with clients

  • Project management experience

  • Passionate about improving government through data

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
