Job Description

The San Francisco Municipal Transportation Agency (SFMTA) Human Resources Division is home to one of the City and County of San Francisco’s (CCSF) Decentralized Exam Units. The Examinations and Classifications team is responsible for all phases of the exam process, including conducting job analysis, performing classification research, creating and updating classification specifications, issuing job announcements, screening applications for requirements, developing and administering exams, and adopting eligible lists.

This position performs difficult and responsible professional and technical human resources work and may supervise journey-level analysts or clerical staff. Many of the essential functions of this position require partnering with a diverse group of stakeholders. An ideal candidate possesses the emotional intelligence skills needed to maintain effective professional relationships as well as the ability to communicate tactfully orally and in writing, excellent organizational skills, sound independent judgment and attention to detail.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

Reviews drafts of examination announcements; determines applicant eligibility based on minimum qualifications. Responds to exam-related and classification-related protests and appeals and may represent the department at the Civil Service Commission on examination and/or classification related matters. Regularly communicates with/responds to inquiries from departmental representatives, labor organizations, managers, employees, applicants, other agencies, and the public. Prepares written materials including letters, reports, memoranda, and forms with the aid of a computer. Performs special projects involving the planning, research, development or implementation of a technical phase of human resources administration. Reviews new and/or vacant positions to determine the appropriate classification and level for the position. Reviews organization structures and associated Minimum Qualifications to ensure opportunities for promotion exist within organizational units. Makes recommendations to Minimum Qualifications to minimize barriers to employment and advancement and/or clarify the requirements for candidates based on application data. Performs other related duties and responsibilities as assigned.

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university;

AND

2. Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations. This must include two (2) years of verifiable experience conducting job analysis for the purposes of assessing duties and functions of positions to make recommendations for classification purposes, and/or for the purposes of developing and administering employment exams.

Substitution

Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Experience Substitution- Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.- Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

Experience formulating recommendations and drafting justifications after analyzing information from various sources. Proficiency in Microsoft Office applications (Word, Excel, Access, and Outlook).

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Supplemental Questionnaire prior to being placed on the eligible list. Failure to complete the questionnaire may result in disqualification from the selection process.

Exam Process: (General Exam Process Information)The Core Examination and Examinations Subtest will be administered remotely. These computer-administered exams can be taken at home. Candidates must have access to a computer and reliable internet connection to participate in these exams. Candidates will be scheduled for a specific time and date to complete the examinations. Candidates who meet the minimum qualifications will be invited to participate in the two exam components described below.

Written Core Examination (Weight 70%): A written, multiple-choice examination designed to measure relative knowledge, skills and abilities in job-related areas which may include, but not be limited to: Ability to analyze, evaluate and interpret data and information, including the ability to exercise good judgment when evaluating data and information; Ability to read, comprehend, interpret and/or apply written information, rules, procedures, regulations, etc.; Knowledge of, and the ability to apply policies, rules, and laws relating to recruitment and hiring processes, Civil Rights Act Title VII, EEO laws, and ADA; Knowledge of, and the ability to apply principles, techniques, procedures and practices relating to job analyses, position classification, valid selection procedures and research, including the ability to perform mathematical calculations associated with these activities.

Examinations Subtest (Weight 30%): A multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas including, but not limited to: Knowledge of, and ability to apply, procedures for job analysis including the ability to perform mathematical calculations to analyze, evaluate and interpret data as it relates to examinations;Knowledge of, and ability to apply practices and procedures of the Uniform Guidelines on Employee Selection Procedures when developing valid selection instruments and performing test administration.

Notes: Applicants may be asked technical questions in the departmental final hiring interview. Candidates must achieve a passing score on both the Core Exam and Examinations Subtest in order to move forward in the selection process. The Core Exam and Examinations Subtest are standardized examinations and, therefore, in accordance with Civil Service Rule 111.11.4, test questions and test answers are not available for public inspection or review.Your scores on the Core Exam and the Examinations Subtest will be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to re-take these tests. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Examinations Subtest and/or the Core Exam, your score(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the core test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Eligible List/Score Report: The duration of the eligible list resulting from this examination process will be
