Group Summary:

The Supervision + Credit group is responsible for the supervision and regulation of state member banks (SMBs), bank holding companies, savings and loan holding companies, financial holding companies, data service providers, trust companies, and foreign banking organizations that operate in the Twelfth District. Supervised institutions are in all states of the District and range in size and complexity from small community organizations to some of the largest banking organizations in the country.

Department Summary:

Residing within Risk Management, the Portfolio Risk Management - Financial and Other Emerging Risk Team (PRM-FOER) is comprised of five Senior Risk Specialists. The team, together with its Non-financial Risk counterpart, is responsible for integrated portfolio risk assessments for regional, community and foreign institutions; the teams also support the Risk and Policy governance committee (RPT) within S+C. Team members contribute their thought leadership to these efforts through a range of responsibilities: direct and offsite supervisory work, macro analysis, participation in outreach, policy guidance and dissemination, and other related analytical work.

Job Summary:

We need you, an experienced Senior Risk Specialist to join the Portfolio Risk Management - Financial and Other Emerging Risk (PRM-FOER) Team within the Risk, Policy and Analysis Group of the SF Fed's Supervision and Credit (S+C) Department. In this role, you will lead S+C's Policy and Outreach functions.

You will conduct portfolio risk analysis as part of a team of banking risk specialists. You will serve as a lead for two important related functions within S+C - Policy dissemination and implementation, and Outreach program management. The Outreach function directs the provision of banking and supervisory expertise to bankers and other stakeholders outside of supervisory activities. The Policy function ensures effective and timely communication, implementation of and compliance with guidance issued by the Board of Governors (Board) and, when appropriate, the Consumer Financial Protection Bureau (CFPB).

You will have superb communication skills with the ability to explain complex concepts to diverse audiences. Your collaboration skills and ability to develop strong relationships with S+C and Bank senior management, System staff, other regulators and partners will be a critical part of this role.

Highlights of Responsibilities:
  • Works alongside team of banking risk specialists on portfolio risk assessments, general banking analysis and supervisory activities.
  • Leads coordination of Federal Reserve System and local outreach initiatives on behalf of the Supervision and Credit function in SF. Responsibilities include outreach program management as well as content development. Collaborates with and influences the contributions of local representatives on System outreach efforts and committees. Establishes and maintains policies to continually enhance this function.
  • Under the direction of the local Supervision risk and policy committee, ensures the consistent approach to, and evaluation and documentation of, communication, dissemination, and training efforts related to Board of Governors and CFPB guidance.
  • Leads and builds relationships with various collaborators, including local leadership, System staff and staff at other Reserve Banks, and supports outreach and knowledge-sharing across financial institution portfolios.
  • Maintains strong relationships and liaisons with FRS colleagues, institution management, and other regulatory agencies.

Qualifications:
  • Bachelor's degree in business, technology, or related fields of study (or equivalent work experience). Advanced degree or professional certifications (e.g., CFA, CPA, CISA, CFE) or examiner commission are desired.
  • Typically eight or more years of direct or comparable banking, financial industry, or banking supervision experience.
  • Strong analytical and critical thinking skills demonstrated by the ability to assimilate new information, understand complex topics, and produce sound analysis.
  • Excellent written and verbal communication skills and the ability to synthesize complex ideas and explain them clearly.
  • Ability to think strategically, bringing a broad perspective on how to translate ideas into executable actions.
  • Ability to thrive as a member of a team and to build collaborative working relationships with colleagues across teams and at different levels.
  • Strong organizational skills, project management skills and attention to detail.
  • This position requires access to confidential supervisory information, which is limited to "Protected Individuals." Protected Individuals include, but are not limited to, U.S. citizens and U.S. nationals, U.S. permanent residents who are not yet eligible to apply for naturalization, and U.S. permanent residents who have applied for naturalization within six months of being eligible to do so or who will sign a declaration of intent to apply for naturalization before they begin employment.
  • Ability to travel up to 20 percent to support outreach activities; however, the System will be conducting all outreach activities virtually until personal safety due to COVID-19 is reasonably assured, and we are anticipating lower overall travel for activities following the pandemic.
