Job Title: Sr. Specialist, Program Management Job Code: 12851 Job Location: Carlsbad, CA Job Schedule: 9/80 REG Job Description: L3Harris is seeking a program Manager to lead a multi-functional team in program execution, financial management, Risk & Opportunity management, proposal and production execution for multiple STT programs. This opportunity is for the person who has the unique blend of project management, financial management and customer interaction and relationship skills paired with the innate ability of an effective team leader. This role is responsible for the successful execution of multiple STT related programs with multiple different customers and stake-holders. Relocation reimbursement will be considered on a case-by-case basis. Essential Functions:

Manage 5-10 on-going programs all related to the STT Link 16 product.

Management includes owning and executing cost, schedule and performance for the programs.

Establish, build, and grow customer relationships. Your customers will be; US DoD End Users, other US Prime Entities, and internal stakeholders

Effectively manage program risks and opportunities

Responsible for cost and schedule performance, planning and forecasting

Optimize cost, schedule and deliveries using Earned Value Management System (EVMS) methodology and tools

Support the export/TAA requirements of programs with International stakeholders and work closely with the Global Trade team to ensure adherence to all export policy, laws and regulations.

Identify continuous improvement and cost reduction opportunities

Lead proposal preparation, including technical description, statement of work, and cost/schedule estimation for both sole-source and competitive proposals

Provide concise reports to management on status, potential issues, risks, and solution recommendations

Provide guidance, coaching and training to other employees across the Company within area of expertise

Strong organization and planning skills

Strong written and oral communication skills

Active Secret, or higher, US Security clearance, or confident you can obtain a clearance

Qualifications:

Bachelor’s Degree and minimum 3 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.

Preferred Additional Skills:

5+ years experience with a strong understanding of DoD program management methodologies (includes developing resource loaded IMS, executing IBR, managing complex risks, strong development program management skills)

5+ years professional experience as a Program or Project Manager leading program execution and proposal preparation, including technical description, statement of work, and cost/schedule estimation for both sole-source and competitive proposals

Experience leading teams in a matrixed organization

Proficient using the advanced features of the entire MS Office Suite: Excel, Word, Outlook, PowerPoint

Proficient with Earned Value Management System (EVMS) methodology and tools to monitor and report status on program execution, Cobra preferred

Master’s degree in engineering or STEM related field

Experience leading large development programs

Background in Tactical Data Links (as a requirements lead, PM, BD, or operator)
