Job Summary:This position will report directly to the Regional President for the Northern or Southern California market. This leader is responsible for Kaiser Foundation Health Plan accountabilities that require engagement and collaboration with the entire delivery system to ensure access to healthcare services across all care settings. This role is accountable for: Oversight and direction of Regional Pharmacy operations in collaboration with National Pharmacy Services.Strategy, implementation, and oversight of Regional and National plans for our Medicare and Medi-Cal lines of business. Engagement with TPMG or SCPMG and KFH/HP leadership to develop and drive strategies for new models of care for complex needs members through enhanced care coordination. Oversight of Behavioral Health & Specialty Services (e.g., Autism, Transgender, Transplants, and others). Oversight and director of the full continuum of care, including Continuum, Home Health, Hospice, Post-Acute, Acute Care at Home, and PACE. Oversight of Lab, Radiology, and other ancillary services. Essential Responsibilities:

This position will focus on:

Operational and Strategic Leadership Oversight:

Operates as a key member of the Northern or Southern California Operations Leadership Team, leading the dialogue and decision processes associated with the Regional delivery system; ensuring alignment with the national care delivery operations system. Contributes to the overall leadership of the Region, in partnership with KFHP/H and TPMG or SCPMG peers.

Fills a key leadership role in various Regional and National joint governance bodies.

Develops and implements Medicare strategy for Northern or Southern California region and leads the work to spread strategies across Northern or Southern California, under the direction of the Northern or Southern California Regional President.

Develops and implements Medicaid strategy for the Northern or Southern California market in partnership with VP of Medicaid, National Office, and the Southern California market.

Ensures best practice performance through high reliability principles and performance improvement mindset of all functions.

Creates virtual integration of service, quality and efficiency to fully leverage our integrated delivery system. Will require effectively organizing, commissioning and managing the organizations performance improvement resources; strategic and operational consulting resources.

Partners with Regional leadership to ensure that performance reporting systems and oversight processes surface relevant performance issues in a timely manner, including development of appropriate metrics required to strengthen the performance of the organization. Identifies strategic opportunities and challenges and develops delivery system responses.

Oversees the identified Community of Practices for Continuum, PACE, Thrive Local, E-Care, etc. for Northern or Southern California.

Oversees Behavioral Health strategy and actively partners with medical group on improvements in quality, access, and service to our behavioral health program.

Contributes to the Regional policies, procedures and practices for reporting functions.

Actively participates in the strategic planning processes for the organization, to include annual budgeting, regional and local goal setting, and incentive plans. Develops and implements regional strategies specific to reporting functions.

Actively looks to find synergies and best practices with Southern California colleagues and other KP markets. Regularly looks outside of KP for best practices and benchmark performance.

Team Leadership and Leadership Development:

Leads, guides and mentors respective leadership teams in partnership with Regional staff, to ensure consistent standards of practice, policies and procedures in Northern or Southern California Region.

In collaboration with Human Resources and Leadership Development, ensures leadership development opportunities for respective leaders to provide a ready and capable leadership pool for sustained organizational performance and succession planning.

Directs the development of appropriate recruitment, retention and training programs that improve the overall efficacy and competency within the organization. In addition, demonstrates a commitment to Inclusion, Diversity and Equity through a consistent, organized approach towards recruitment, retention and promotion of a diverse leadership team.

Ensures that the reporting functions competitively attract, recruit and retain superior talent. Builds a performance-oriented culture characterized by enthusiastic, motivated staff that feel accountable for operating as a team and meeting customer needs.

Builds strong, collaborative partnerships between TPMG or SCPMG and KFHP/H regional and national functional areas to facilitate the smooth accomplishment of key performance initiatives.

Establishes collaborative partnerships between TPMG or SPMG and KFHP/H functional and national Medicare and Medicaid leaders to facilitate the accomplishment of key performance initiatives. Must be able to build balanced, respectful, and productive relationships with TPMG or SCPMG leaders.

Creates positive and constructive relationships with Northern or Southern California labor partners to effectively operationalize the spirit and intent of the Partnership.

Care Delivery and Quality, Safety, and Experience Leadership

In collaboration with Quality and Regulatory leaders, ensures operational compliance with applicable accreditation standards and federal, state and local laws and regulations, including those pertaining to licensure, quality improvement/assurance, fire inspection, emergency preparedness, and other safety measures. This includes review, prompt action, and appropriate escalation in response to reports and recommendations from regulatory, accreditation and inspection agencies related to the reporting functions.

Accountability for achievement of superior quality of care and experience in support of clinical effectiveness and safety.

Enhances the infrastructure required to identify and resolve performance issues, execute change and monitor performance across the Region. Specific processes associated with this area include performance monitoring and project management.

Demonstrates and communicates a commitment to performance improvement through team-based work and a culture of engagement.

Ensures that Health Plan and Hospital oversight responsibilities are appropriately exercised as they relate to reporting functions.

Establish clear lines of responsibility and accountability for support functions in the Region.

Drives the development of Medicare and Medi-Cal strategies that promote superior quality, service, efficiency, as well as to ensure the long-term viability of the Region.

Uses high reliability principles to ensure sustained performance improvement.

Demonstrates understanding and utilization of Baldrige framework.

This position has a target base salary of $369,000 to $461,250 and is eligible for incentive compensation, an executive allowance, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.Basic Qualifications:Experience

A minimum of ten (10) years of experience in a senior leadership role in the managed care industry and/or integrated delivery systems.

Additional Requirements:

Knowledge of delivery system operations, strategic planning, and overall service delivery.

Experience in working effectively with physicians in the provision of care.

Experience in working effectively with labor constituents in order to successfully support the KP Labor-Management Partnership, and the needs of our workforce.

Preferred Qualifications:

Masters degree in health care administration or business strongly preferred.
