This OpportunitySeeking an engineer or architect with 15 years or more experience to serve as Operations Director for the continuation of Design Support Services During Construction (DSDC) for one of the region’s marquee projects, the multi-billion-dollar Westside Purple Line Extension (WPLE) under construction by LA Metropolitan Transportation Authority (Metro). The project features 9 miles of twin tunnels and 7 new subway stations in West Los Angeles and is critical to the 2028 Los Angeles Olympic Games. The role offers an exceptional opportunity for professional and technical growth for the selected candidate, who will join a team of tunneling and underground station experts and work closely with the Section Managers on complicated design and project management issues. The successful candidate will have field construction and/or design experience.Your Impact

Subcontract Management:

Establish subcontract scope and contract documents and ensure adherence to Prime Agreement/subcontract terms and conditions.

Work closely technical managers for each of project’s three sections to define subconsultant requirements.

Coordinate with Project Accountant on financial activities, including indirect rates for subconsultants.

Analyze subcontract data for key contract metrics.

Ensure compliance with Disadvantage Business Enterprise (DBE) program requirements, including monthly payment audits.

Project Management. Lead a multi-disciplinary design team responsible for DSDC support of an $100M project to construct a parking structure and multiple parking lots at the West LA Veterans Affairs (VA) Medical Center.

Office Leadership:

Supervise and manage document control staff and document control processes.

Supervise WSP project office’s vendor providing managed IT services.

Ensure network continuity and accountability for IT inventory.

Program IT hardware, software and licensure requirements into Metro contract extensions.

Serve as office lead for WSP staff hires.

Develop and provide requisition input to WSP Human Resources.

Perform initial resume review and screening calls with candidates.

Lead interview teams and provide hiring recommendations to Project Director.

Draft and negotiate intercompany agreements with domestic and international WSP offices.

Compile and edit project team’s monthly project report to Metro leadership.

Assist technical staff by reviewing and revising project reports and technical memoranda.

Develop briefing materials for client, WSP advisory board and others.

Procure independent third-party auditing services as required by Metro’s easement agreement with a federal agency. Review auditor’s plan, assist with introductions to interested parties, help auditor navigate organizational challenges, and ensure auditor delivers final report per scope of work and easement obligations.

Prime Agreement Management:

Draft scopes of work, estimates and justifications for WSP proposals for biennial Metro Prime Agreement extensions and change control process.

Assist with level-of-effort and bill rate negotiations

The position is full-time. Each week generally requires a minimum of two days at the Metro Project office (Century City) and one day at WSP’s satellite project office (Downtown LA). Up to two days of remote work from home may be authorized after three months of satisfactory performance.Who You AreRequired Qualifications

BS in Engineering, Architecture or related field.

Exceptional written, verbal and interpersonal communication skills.

Leadership, organizational skill and experience in change management.

Preferred Qualifications

Professional registration as an engineer or architect in any state

At least fifteen years of experience in the application of construction and design contract practices for federal, state and local agencies

Working familiarity with Federal Acquisition Regulations (FAR).
