The scope of this position includes the strategic planning, innovation and operational accountability for the following platforms and technology services: Intelligent Services Operations Accountable for the strategy, development, deployment, and realization of value of the Intelligent Services Operations Framework. This includes the development of data models, data marts, AI-based Automation and integration with Systems of Record.

Management of the IT Operations data repository, data lakes and business reporting.

Engagement with all areas of Information and Technology, and Business, to drive the use of the Intelligent Operations Framework to reduce incidents, automate recovery, predict and prevent failures and build new actionable insights that drive business value.

Epic Corporation based Environments (e.g., KP HealthConnect, KP Claims Connect, and KP Membership Connect)

This area of accountability includes all EPIC based applications environments including the infrastructure in alignment with IPS Strategy, operating systems, database, and application code.

Strategic planning to optimize the deployment architecture including Cyber Security and Disaster Recovery planning

Operational accountabilities include design, deployment, currency, patching and adherence to Kaiser Permanente and EPIC technology roadmaps and standards

Analytics and Database Technical Services

This area of accountability includes the EPIC data warehouse (Clarity) and other business

facing data warehouses, providing analytics on the infrastructure, operating systems, database, and application code.

Analytic capabilities also cover the design, deployment, currency, patching and adherence to Kaiser Permanente and EPIC technology roadmaps. These analytics are provided as a consumable service (e.g., Machine Learning, Artificial Intelligence, and Streaming Analytics).

Environment Management and Middleware Operations

This area of accountability includes the Integration Broker, WAS, MQ and other technologies associated with message and file transfer as well as webservices. Accountability includes Environment Management and Virtualization, Archiving Services, and Message Streaming. This group is accountable for the management of business systems such as OneLink and other business systems technical environments.

Shared Operational Services

This area of accountability includes print services, fax services, document storage and management, image storage and management, voice dictation and other technical services consumed by applications.

IT Operations Design, Architecture and Technical Standards

This function is accountable for developing and maintaining the governance processes for technical architecture and standards associated with IT Operations. In addition to managing the governance process, this function is accountable for execution and implementation of the technology standards and reference architectures.

Data Provisioning Services

This function is accountable for the creation, distribution, and management of identified, de-identified, and scrambled data to support technology, application, and environment testing across the enterprise.

Citrix Platform

This function is accountable for the design, deployment, and management of the Citrix platform across Kaiser Permanente, which is used to access KP HealthConnect, ePIMS, and many other critical business and clinical applications.

Essential Responsibilities:

This position leads critical environments and technologies which require substantial software testing, maintenance, and periodic upgrades (e.g., quarterly, monthly, and annual releases). Maintaining the high-performance of these technologies is critical to Kaiser Permanente’s business operations and is a priority for the organizations. The team strives for zero defects and minimal planned downtime.

The Enterprise Operations Technologies adheres to all change management, technical standards, policies, SOX, and security requirements to ensure compliance. The Enterprise Operations Technology team drives business process improvement and technical process improvement to improve stability and performance of services it is accountable for managing.

This position is accountable for defining and managing the IT Operations technology standards, and reference architectures. The team works collaboratively across the Kaiser Permanente organization to ensure that the technical standards and architectures are approved and complied with efficiently.

This position is also responsible for all resource planning and management, financial planning and management and needs to have a comprehensive understanding of the Kaiser Permanente business models and how information technology supports business operations. This role spans all Kaiser Permanente Regions and all IT BIOs (Business Information Office).

Collaborative relationships will be critical elements of success when dealing with National and Regional business partners, IT leadership, and the vendor partner community. Strategic and Product responsibility for Intelligent Services Operations Framework and the adoption across IT Operations and IT Innovate

In collaboration with key stakeholders develop and maintain technology roadmaps and strategic “White Papers” for all the technologies, and platforms managed by the Enterprise Operations Technologies group

Perform end-to-end management that spans all phases of application lifecycle, from the beginning of the project through production implementation, and to core application maintenance for the technologies and platforms managed by the Enterprise Operations Technology group.

Coordinate and deliver enterprise platforms for application testing, including de-identification of data, tools, operational reporting, and capacity assessment of the entire technical stack

Partner with regional and national groups in support of continued operation of the technologies and platforms managed by the Enterprise Operations Technology group

Work with vendors to drive cost and service efficiencies through the current platforms and by transitioning to alternative platforms either on premise or in the Cloud

Manage capital budget for critical applications including oversight, coordination, and planning of capital spend

Manage the operational budget associated with the Enterprise Operations Technology group. Effective participation in financial planning to ensure targets are achieved or exceeded

Manage service delivery, quality, cost efficiencies, continuous improvement, and availability of technical environment

Oversee design, standards, and validation across IT Operations, including the integration of critical applications

Drive key fundamental metrics through a data-driven planning function, a design center of excellence, endpoint automation, platform standardization and ensuring the currency and availability of critical infrastructure platforms.

Deliver upgrades, capacity plans, future technology roadmaps, and availability design for in-scope platforms

Where appropriate, lead research and development of pilots for emerging technologies

Leverage supplier agreements to improve affordability of services

Identify opportunities to reduce the complexity of the technologies, platforms and services supported by the Enterprise Operations Technology group

Basic Qualifications:

Experience

Minimum 15 years executive-level IT leadership experience, including minimum 5 years responsibility for large scale national compute engineering and operations services in national or world-wide infrastructure environments.

Additional Requirements:

Experiences in the use of data and analytics to drive IT Operations improvement

Experience in leading mission-critical software development, deployment, and support organizations.

Experience managing to a diverse set of customer needs and business requirements across multiple technology platforms

Expertise in leading software development practices that utilize Agile and Scrum, demonstrating success in managing teams capable of delivering Software-as-a-Service, Platform-as-a Service, and Infrastructure-as-a-Service solutions

Strong application development experience and technical focus on quality testing and continuous delivery

Ability to build trust and develop relationships with peers, team members, vendors, and business partners

Ability to motivate, lead and improve a large organization across a geographically distributed workforce.

Preferred Qualifications:

Healthcare industry experience is preferred but not required.

M.S. degree in engineering, computer science, Business Administration or related technical field is preferred
