Chief Operations Officer

The purpose of this position is to provide executive leadership regarding the Operations of Salud to include: planning, organizing, coordinating, directing aspects of operations and corporate compliance and risk management.

The Chief Operations Officer approaches his/her tasks in a team-based care fashion that supports patients and their families in a self-management, self-efficacy, and behavior change.

Supervision Received:

The Chief Operations Officer works under the supervision of the President/CEO.

Supervision Exercised:

Exercise supervision over Clinical Operations, Facilities, Information and Technology, Safety, Accreditation, Risk Management, Security, Emergency Management, Infection Prevention, and Control, Patient-Centered Medical Home Certification, Contact Center, Medical Records, Outreach and Enrollment, grant programs, HIPAA, and various programs and services as assigned.

Responsibilities include:

  • Manage and coach staff.
  • Perform initial and annual Performance Evaluations.
  • Apply disciplinary action as needed.
  • Exhibit leadership and modeling of SALUD’s Core Values.

Serves on the executive senior leadership team. Senior leadership functions shall be carried out through the implementation of a leadership team approach to shared decision-making.

Specific Duties:

  • Works in conjunction with Medical Providers, Dental Providers, Behavioral Health Providers, and all other staff to ensure that patients obtain the highest standard of integrated health care
  • Works in conjunctionwith Medical, Dental, and Health Directors with regards to providing cost-effective quality health care and meets productivity standards
  • Acts as a patient advocate for our vulnerable populations by ensuring that patients are fully informed and comfortable with their visit to Salud
  • Follows procedures for the electronic health records system
  • Plans, develops, organizes, implements, directs, and evaluates the organization’s operational function and performance to include:
    • Patient and staff scheduling
    • Support staff levels and ratios
    • Hours of operation
    • Supervision and direction of senior clinic operations leadership
    • Medical and dental front and back-office operations
    • Patient issues – dismissals, narcotic issues, and escalated patient complaints
    • Patient satisfaction
    • Serves as the lead communicator and decision-maker for frontline staff
    • Leads and assists with leadership meetings
  • Participates in the Executive Team to develop and implement strategic objectives in support of the organization’s Mission and Core Values
  • Translates the strategic and tactical business plans into Operations strategic and operational plans
  • Develops, implements,evaluates, and revises, as necessary, departmental policies and procedures
  • Evaluatesand advises on the impact of long-range planning of new programs/strategies and regulatory action as those items impact clinical operations activities that facilitate and support the delivery of cost-effective, high-quality patient care
  • Assures that clinical operations, processes, and procedures are effective in the areas of budgeting, billing, and internal control
  • Leads HRSA On-Site Visit preparations and visit. Leads AAAHC On-Site visit preparation and visits
  • Lead Salud’s compliance with HRSA’s Compliance Manual requirements, FTCA, OSHA, and other federal/state regulatory bodies
  • Actively participate in the organization’s Quality Improvement programs
  • Develops, implements, and monitors policies and procedures designed to assure compliance with HIPAA Privacy Rules
  • Responsible for the implementation and enforcement of all Accreditation policies and procedures
  • Continues to improve the programs, policies, practices, and processes associated with meeting the strategic and operational goals of the organization as they apply to operations
  • Evaluation of the operations division structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with an emphasis on opportunities (where possible) for individuals
  • Maintains a safe work environment
    • Implements, reviews, applies, and actively enforces Salud’s safety policies
    • Supports the safety program by actively looking for opportunities to improve safety practices and evaluate staff for safety practices and ergonomic issues
    • Disciplines staff when safety policies are violated
  • Establishes and maintains a risk management program to ensure timely notification of potential risk situations, identify resolution, and ensure risks are managed properly
  • Compliance:
    • Knowledgeable of and compliant with all laws and regulations governing area of responsibility
    • Responsible for reporting any potentially non-compliant conduct
    • Designated Corporate Compliance Officer
  • Establishes and maintains an Emergency Management Plan to meet HRSA, Medicare, State requirements
  • Ability to lead or advise on activating emergency response actions and ensurethe response is appropriate for the situation
  • Establishes and implement infection control and prevention program
  • Ensures safe and efficient facilities for administrative and patient services
  • Participates in professional development activities and maintains professional affiliations
  • Adheres to all standards, protocols, and laws surrounding patient confidentiality

As a leader of the organization, to be alert to and ensure that the best interests of the organization are maintained. Works with the leadership team on strategic initiatives and planning. Participates in organization strategic discussions and philosophical discussions.

Qualifications

Education

  • Bachelor’s Degree required
  • Master’s degree in Health Care Administration or Business Administration, Public Health or other health-related field preferred

Experience

  • Minimum of five years’ experience in senior leadership positions, including at least three years in a health care organization

  • Outside contacts such as vendors, governmental agencies, legal, community

Knowledge, Skills, and Abilities:

  • Must work well with the other patient care team members
  • Knowledge of the principles and practices of health care administration and government regulations (e.g. CLIA, OSHA, FTCA, HIPAA, CURES Act, etc.)
  • Knowledge of clinic policies and procedures to manage its operations and to ensure effective patient care
  • Knowledge of the principles and practices of employee development is sufficient to manage the departments
  • Knowledge of computer systems, programs, and applications
  • Skill in exercising a high degree of initiative, judgment, and discretion
  • Skill in analyzing situations accurately and taking action
  • Skill in establishing and maintaining effective working relationships
  • Skill in organizing work, delegating, and achieving goals and objectives
  • Skill in exercising judgment and discretion in developing, interpreting, and implementing departmental policies and procedures

  • Ability to identify, analyze and resolve operational and IT problems
  • Ability to evaluate and make recommendations for continuous quality improvement
  • Ability to research, analyze, interpret complex data, and present comprehensive reports
  • Ability to communicate clearly and effectively orally and in writing
