Description of JobThe HR Generalist serves as a trusted partner to DPA leaders and employees in areas of responsibility including talent acquisition, leave management, benefits administration and general HR operations. This role is critical in aligning DPA talent with organizational goals, supporting employee wellness, and contributing to the overall value provided by the HR Unit. This position is expected to adhere to employment law, personnel rules, and collective bargaining agreements. While this position is specific to DPA, it often is called upon to be a thought partner and assist other agencies with challenges in the areas of responsibility for this position. As such, it is critical that this position develops strong relationships with other state agency staff along with internal stakeholders. A summary of the duties and responsibilities will include, but are not limited to, the following: Talent Acquisition

Responsible for the timely and thorough completion of all talent acquisition activities and processes for the department.

Build strong partnerships with hiring managers and drive effective recruitment strategies, instilling best practice into the recruitment process and driving leaders to meet organizational goals to ensure a highly effective and efficient recruitment process. Design and facilitate recruitment training for key stakeholders.

Ensure an excellent candidate experience from recruitment planning through the handoff for employment offers and onboarding.

Maintain a thorough understanding of positions being recruited and utilize creative and effective strategies to recruit for specific positions.

Develop relationships with community partners and attend recruitment fairs, communicating the State as an employer of choice and aligning with partners to help people achieve meaningful employment.

Responsible for record retention, responding to selection appeals and decisions.

Analyze trends and metrics to develop comprehensive solutions, new policies and innovative programs.

Maintain a thorough understanding of the State’s ATS, contribute to process improvement recommendations.

Leave Management & Workers Compensation

Responsible for the department’s leave management program in collaboration with DPA’s leave management staff authority.

Receive and process FMLA applications.

Maintain thorough case management oversight for all FMLA and other extended leaves of absences and light duty assignments. This includes, but is not limited to, receiving and processing applications; monitoring claims, leave balances, timelines and light duty assignments; overseeing reporting, timesheet management and payroll activities for leaves of absences; creating and distributing effective communication, and managing return to work processes.

Provide research and general support to HRBPs for ADA accommodation requests.

Oversee the worker’s compensation process.

Benefits Administration

Serve as the department’s benefits administrator.

Maintain a working knowledge of all state employee benefits, respond to questions and troubleshoot issues.

Oversee open enrollment activities including, but not limited to, coordinating and facilitating benefits fairs, provide education and disseminate benefit information; conduct new hire benefit training.

Participate on the statewide benefits administrator team, providing insight and suggestions for process improvement. Ensure communication from the statewide team is disseminated effectively to the department.

HR Operations

Collaborate with HRU staff and other key stakeholders in establishing and/or improving processes and procedures to ensure alignment with organizational and operational goals.

Actively participate in special projects designed to facilitate process improvement and bring continued value to the department.

Maintain understanding of key HR systems and provide backup support for maintenance, training and general administration of systems.

Serve as a backup to the HR specialist role and act as a resource for this position as necessary.

Statewide Personnel Certification Program (SPCP) certification in job evaluation and selection.

Experience with talent acquisition/recruitment.

Experience with leave management such as workers compensation and FMLA

Experience with Benefit Administration.

Experience managing projects.

Experience with creating and facilitating training.

Excellent verbal and written communications skills and the ability to explain difficult concepts clearly and articulately.

Proficient in Google, Microsoft Office. Experience with Adobe Creative Suite.
