Job Duties and ResponsibilitiesThe Commercial Platforms team at DISH is looking for a 5G Mediation and Charging Senior Manager who will lead two development teams enabling the network monetization of Dish’s 5G network. You will have a proven track record within the Wireless industry around Charging (CHF) and Mediation along with experience building dynamic teams, and being a creative thinker, problem solver, teacher, learner, and leader of people. The priority is to build a team of subject matter experts who will have a solid mix of technical and business knowledge in the Charging and Mediation domain, and the systems that support our platforms, with a core focus on developing reusable patterns to speed time to market products. In addition, you will drive continuous automation of our code delivery and our operations to be best in class within the industry.
  • Lead a team in the design, architecture, implementation, and testing of solutions to support all lines of business.
  • Key liaison between Network Engineering and Information Technology.
  • Lead product owner(s) to establish features and roadmap.
  • Interface with other teams as needed to resolve dependencies.
  • Lead the team in continuous improvement and Agile process.
  • Provide agile coaching for scrum teams to ensure the adoption and improvement of scrum practices, processes, and desired outcomes.
  • Coordinate with the vendor(s) team for open items/defects/issues.
  • Use metrics and feedback to improve team and organization processes, best practices, performance, and delivery.
  • Proactively communicate and collaborate with stakeholders, developers, QA, Infrastructure, and other team members to analyze information and functional requirements, advocate the development process through to implementation, and ensure the delivered product meets business/customer needs.
  • Establish a culture of self-organizing, cross-functional, and accountable teams.
  • Help those outside the scrum teams understand which of their interactions with scrum teams are helpful and which ones are not.
  • Drive continuous improvement through the facilitation of team and retrospectives, ensuring teams effectively prioritize, plan and execute improvement ideas.

Skills, Experience and Requirements

Education: Bachelor’s degree in Computer Science, Computer Engineering, or a related technical degree.

Experience: 5+ years of Engineering, Management, or equivalent combination of education and experience.

Skills and qualifications:
  • Wireless experience specific to Charging (CHF) and/or Network Mediation.
  • Ability to take complex problems and be able to break them down into consumable work items.
  • Record of leading teams.
  • Experience managing 3rd party software vendors in the Charging and Mediation domain.
  • Great communication skills - exceptional at building trust, persuading stakeholders, inspiring team members, and selling solutions.
  • Self-motivation with strong, proven, analytical and problem-solving skills.
  • Ability to collaborate with cross-functional resources and work well in a distributed environment.
  • Ability to plan for future work while maintaining the current delivery with rapidly changing priorities.
Demonstrated technical experience:
  • CHF, Network Mediation
  • C# / Java / JavaScript and related technologies
  • Telecom Applications and Systems (OCS, PCF, NRF, SMF)
  • Telecom Networking protocols (DIAMETER, SS7, MAP, INAP, CAP, SNMP, …)
  • IT and WEB Service Protocols (REST, SOAP, JSON, XML,…)
  • Scripting languages (Python, Perl,…)

Salary Range Compensation: $115,500.00/Year - $165,000.00/Year
