Essential Duties and ResponsibilitiesPrimarily responsible for City of Wheat Ridge data networks, infrastructure, telecommunication, and computer systems; responsible for the timely design and implementation of new systems and the maintenance and regular upgrades, patching, and improvements of existing systems; review requests for equipment and software to help control and coordinate maintenance, security, and compatibility; responsible for ensuring all requests for systems changes are secure, valid, and economically justified. Direct the activities which provide for the service goals and long-range planning of the City’s enterprise network; lead or delegate the planning, design, procurement, installation, maintenance, and security for network systems including routers, firewalls, switches, phone systems, and other appliances within City buildings. Responsible for capacity planning and assisting with budget justification for necessary additions and upgrades to the network; evaluate needs for new and revised systems; identifies possible improvements in information and telecommunication systems; makes appropriate purchase recommendations to management; assists with managing the portion of the IT budget related to networking and authorizes payments for services. Manage day to day operations of the enterprise network; take a strong leadership role in developing and maintaining the City’s information systems with major emphasis on bringing the technology of information systems to a current and competitive state; must demonstrate topical expertise in local area networks (LANs), wide area networks (WANs), firewalls, servers, switched networks, remote access, virtual private networks (VPNs), wireless technologies, and information security methodology and practice. Identify, evaluate, and solve complex network and/or user problems; research, identify and obtain appropriate resources for resolution of complex problems; determine and contact appropriate resources for additional assistance; provide emergency response to system problems. Facilitate communications between departments to resolve data processing issues; Provide technical assistance to network users; instruct computer system users in the use of computer equipment and of computer applications; answer questions and resolve problems related to the methods and procedures for utilizing computer applications; maintain personal computers, servers, and network operating systems at several sites within the city. Serve as LAN/WAN administrator and/or computer access security officer and develop and maintain system security policies, procedures, and safe practices according to industry standards and best practices, direct and assist staff in maintaining efficient operation of the City’s enterprise network in a secure fashion. Manage installation of new hardware/software; install, test, upgrade and monitor the operation of computer hardware and software; configure as needed. Secures network by establishing and enforcing policies, defining and monitoring access, and monitoring system performance to ensure performance and reliability. Creates, maintains, and updates technical documentation for IT staff as well as end users. Negotiate with vendors for services and products; oversee the work of vendors; coordinate, and resolve vendor issues on acquisitions of network systems hardware, software and recommended installations.

Works under the direct supervision of the Information Technology Manager.


No direct supervision required. Will be expected to coach and mentor junior members of the Information Technology Department. Minimum Training and Experience Required to Perform Essential Job Functions

QUALIFICATIONS:Knowledge – Familiar with category 5/5e/6 and fiber optic cabling installation, terminations, and testing; experience with Ethernet Network Architecture and IEEE 802.x standards; working knowledge of network protocols including TCP/IP, all layers of the Open Systems Interconnection (OSI) model, telecommunication systems and concepts; data communication concepts, protocols, and connectivity methods; principles, best practices and functions of the installation and operation of computers and related equipment, software, LAN’s and WAN’s; computer concepts and specifics relating to the use, maintenance, and repair of Intel-based microcomputers and Cisco network hardware and IOS; ; principles of computer system and network analysis; solid knowledge of the connectivity, routing, and security of networked systems. Skills - Proficiency in administration of Microsoft Windows Active Directory, Microsoft Networking, and various Microsoft Windows Server implementations; proficiency in the configuration of Cisco IOS software on Cisco switches, routers, and firewalls; demonstrated technical proficiency with personal computer hardware and operating system software on the Intel/Windows platform; solid interpersonal, oral, and written skills; advanced troubleshooting and analytical skills; strong project management skills needed to plan and coordinate work; strong mathematical skills needed to handle required calculations. Abilities – Analyze and resolve and/or describe technical problems to service technicians to determine appropriate action; read, understand, interpret, and apply information from technical manuals; develop systems, logs or procedures to monitor critical functions; instruct others in the use of computerized information systems; maintain the confidentiality of information; prepare clear, complete, and technically accurate reports, correspondence, analytical studies, and other written materials; collect and analyze data, develop recommendations based on findings, and reach sound and defensible conclusions; analyze situations and take effective action; manage and maintain computer systems in a multi-protocol environment; create network designs and diagrams with various physical topologies; develop and maintain effective working relationships with supervisors and co-workers utilizing collaborative decision-making; effectively interact and communicate with a variety of individuals; act with tact, good judgment and discretion; maintain the confidentiality of matters, as appropriate; acquire knowledge of new trends and technology and apply modern practices; perform physically-demanding work; respond to emergency situations at any hour; assess problems quickly; and, implement disaster prevention/recovery procedures.


Training - Bachelor’s Degree in Computer Science, Information Systems, Networking or a related field. Experience –Eight (8) years progressively responsible experience and demonstrated ability in security operations and technology with Cisco IOS configuration and administration applied to Cisco switches, routers, and firewalls. Experience with Microsoft Windows Server and Active Directory implementation, Microsoft 365 and Azure administration experience a plus. orAny equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.

Supplemental Information


Cisco Certified Network Associate (CCNA) preferred. Cisco Certified Network Professional (CCNP) and/or Cisco Certified Design Professional (CCDP) desired. Possession of valid Colorado driver license.
