JOB SCOPE As a member of the team, you will assist in providing technical analysis and advanced support of escalations, developing technical documentation and process updates and communicate on behalf of the team as a subject matter expert to project managers, border partners, vendors and leadership. The candidate should have a strong background in project management and enjoy working on a highly technical team that will be responsible for delivering some of the organization's most significant strategic initiatives.

The Technical Program Manager will be responsible for highly complex, enterprise-wide and multi discipline technical programs including networking, hardware and software implementation, upgrades or other projects similar in nature and provide "in the weeds" project management tasks as necessary. Ensures successful integration of several projects and adjusts project scope, timing, and budgets as needed, based on the needs of the business. The candidate should have a general understanding of access networks including Cable Modem Terminal Systems (iCMTS), Optical Line Terminals (OLT) and Distributed Access Architecture (DAA) platforms.

DUTIES AND RESPONSIBILITIES
  • Uses specific knowledge about one or more technical areas to develop program strategy, supporting business case and various high-level project plans.
  • Ensures integration of multi discipline technical projects and adjusts project scope, timing, and budgets, based on the needs of the business.
  • Interprets internal or external business issues and recommends solutions/best practices to improve technical processes and to alleviate process inaccuracy and duplication.
  • Accountable for the creation and execution of project management processes and methodologies to ensure delivery of project scope on time and within budget while meeting or exceeding quality standards and customer expectations.
  • Accountable for plans and teamwork assignments, directing work efforts, reviewing integrated project plans, escalating and communicating resource needs, ensuring completion of quality reviews, and driving the resolution of issues as appropriate.
  • Communicates with leadership and other stakeholders on program strategy, direction and changes.
  • Responsible for documenting, preparing and delivering data-driven presentations while making decisions and solving problems while working under pressure.
  • Ensures that team project milestones are accurately captured to properly document team progress while recommending project related adjustments to Project Managers.
  • Responsible for managing all aspects of the design, development and implementation of the technical program.
  • Performs other duties as assigned.
  • Must be able to work the following schedule: Monday to Friday 8AM - 5PM
ADDITIONAL QUALIFICATIONS
  • Ability to read, write, speak and understand English
  • Advanced knowledge of sustaining operations (i.e. integration, activation, deployment and support of access network platforms in the production network)
  • Demonstrated aptitude and understanding of the technical aspects and capabilities of the organization
  • Ability to keep up with advancements in technical product development, as well as work independently with no supervision and guidance
  • Ability to define key performance indicators/metrics, and effectively analyze and interpret data, show judgement and initiative to accomplish job duties , and document, prepare, and deliver data-driven presentations
  • Ability to communicate with all levels of management and company personnel
  • Ability to make decisions and solve complex problems by taking broad perspective to identify solutions
  • Ability to develop strong working relationships with peers and project members
  • Ability to oversee and manage large, complex, diverse and strategic multi discipline technical projects that impact the organization as a whole, and capable of implementing technical program and project plans and monitor progress, resource usage and quality
  • Advanced understanding and ability to manage complex technical program and project budgets
  • Advanced knowledge in conducting risk assessments and developing plans for eliminating or mitigating the risks identified
BASIC MINIMUM QUALIFICATIONS
  • Bachelor's degree in computer science, information systems or related field, or equivalent work experience
  • Minimum one (1) year of experience in network engineering or telecommunications.
  • Minimum two (2) years of experience working in a Program Management capacity.

PREFERRED QUALIFICATIONS
  • Project Management certification or successful completion of a recognized project management curriculum

The pay for this position has a salary range of $98,900.00 to $175,300.00. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience and location. Also, certain positions are eligible for additional forms of compensation such as bonuses.
