This person must have in-depth knowledge and experience with i) the FAR, DFARS, and other regulatory requirements, ii) cost-reimbursement, fixed price, and incentive type contracts with the U.S. Government and prime contractors for development, production, and performance-based logistics/sustainment programs, and iii) various contractor business systems (e.g., MMAS, Accounting System, Cost Estimating, Contractor Property Management, etc.). This individual will also play a key Contracts role in DCMA and DCAA audits as well as AS9100 and similar contractor reviews. This position is remote, candidate will need to have the ability to travel 10-20% to work with the team.Primary Responsibilities:

Actively support the Collins Compliance Leadership Communication Forum and USG Business Point of Contact meetings as the P&C Contracts representative.

Address various USG compliance questions, concerns, and issues from P&C Contracts staff. This may include, but not be limited to conducting research, holding meetings, driving actions, and pulling in Subject Matter Experts (SMEs) as necessary.

Assist Contract Managers and Contract Administrators in FAR and DFARS analysis, FAR Part 12 and FAR Part 15 pricing requirements, Government contract management special requirements, and various other regulatory topics.

Act as the P&C Contracts lead for DCMA and DCAA audit activities, AS9100/QMS SBU contractor reviews, and similar 1st and 2nd party audits. This includes preparing the Contracts audit team; coordinating the pull and compilation of audit data; reviewing/vetting audit data and responses for completeness and accuracy; ensuring responsiveness during the audit and with post-audit actions; and supporting face-to-face meetings with auditors.

Promote and educate Contracts personnel on various US Government contract management training courses, curricula, and presentation materials. Where appropriate, develop custom training presentations and conduct training and enlist SMEs to perform similar training on various special topics (e.g., cybersecurity, USG data rights, U.S. procurement preferences/requirements, cost/schedule reporting, etc.).

Advise on strategic USG business pursuits. This would include support of the SBU Contracts focal/leads on regulations, emerging trends, interpretation issues, and terms and conditions negotiations.

Support Icertis implementation, including training, template testing, and Go-Live release.

Act as the System for Award Management (SAM) coordinator for P&C CAGE Codes. This would ensure timely renewals, data corrections, responses to data requests, and maintenance activity on the SAM site.

Provide Environmental Health & Safety Contracts support for P&C regarding REACh and other similar environment regulations, including responses to customer requests.

Execute special projects assigned by the P&C Contracts Director.

Seek out continuous improvement opportunities in Contract Management processes and employ CORE methodology and tools to implement. For targeted improvements, this will require leading CORE events and action item follow-up.

Basic Qualifications:

Typically requires University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience

U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract

Preferred Qualifications:

Contract Management experience with US Government contracts, subcontracts, and Purchase Orders required

Cost-reimbursement, fixed price, and incentive contract experience is a must.

Knowledge of FAR, DFARS and CAS

Export (ITAR & EAR) knowledge and experience

Security clearance is desirable

The salary range for this role is 139,000 USD - 277,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
