POSITION SUMMARY:
The Phlebotomist II obtains appropriate specimen by venipuncture, MMH breath tests or micro puncture from all patient age groups in a variety of outpatient settings for Laboratory test analysis. The Phlebotomist II performs complete registration of outpatients, chooses the correct account numbers, obtains accurate demographic data, financial information and verifies insurances. Correctly orders test information in the Laboratory Information Systems. The Phlebotomist II will maintain a work area that is customer-friendly and focused, clean, neat and organized.
EDUCATION/CERTIFICATION:
High school diploma or equivalent, required.
Successful completion of an accredited phlebotomy program preferred.
PBT (ASCP) certification preferred but not required.
EXPERIENCE:
One year of experience working with all age groups in Phlebotomy.
Basic and web-based computer skills, required.
Basic knowledge of medical insurance.

Ability to think critically and make independent decisions related to patient/specimen care.
Displays motivation and initiative to undertake and complete work independently, asking for assistance when necessary.
Certain designated assignments require the incumbent to possess and maintain a valid driver’s license (appropriate as outlined in the Eastern Connecticut Health Network’s Environment of Care Safety Policies and Procedures #110) maintain a driving record free of any violations and pass a safe driving educational program upon hire and annually thereafter.
ESSENTIAL DUTIES and RESPONSIBILITIES:
Work independently at Patient Service Center caring fully for patients by performing phlebotomy and specimen collection procedures.
As required, make independent decisions regarding special handling for complex specimen requirements.
Completes the full registration process by producing all registration forms and assigning the correct physician(s) and any HIPAA specific information. Obtains signature on authorization form for all types of registrations
Accurately establish patient account in a timely fashion, eliminating duplication of account numbers by linking the correct patient.
Completes demographic and financial information accurately in conjunction with the Laboratory and Patient Access Department objectives.
Collects all specimens by various phlebotomy methods for all age groups within the institution in an efficient and appropriate manner. Follow designated collection procedure and specimen requirements.
Instructs patients that require special testing (i.e., glucose tolerance) or special specimen collection (i.e., 24-hour urine collection) in the proper procedures to follow. Correctly performs timed tests (i.e., glucose tolerance, lactose/lactulose breath tests)
Performs required clerical functions such as answering phones, obtaining appropriate insurance information and verifies the provided insurance information.
Checks refrigerator and room temperatures daily and logs on the temperature log sheets. Complies with all infection control, epidemiology and laboratory safety policies at all times, keeps all work areas clean and disinfected and maintains the appropriate disinfectant log sheet.
Identifies patient according to laboratory procedures and observes all cautionary notations (i.e., restricted limb use, allergies, etc.)
Stocks phlebotomy supplies daily, monitor and replace sharps containers when indicated. Puts away incoming supplies in appropriate areas and fills supply orders for offsite locations as requested. Informs supervisor of any low supply level and defective or malfunctioning equipment and supplies. Checks for outdates in assigned collection area twice monthly.
Recognizes the importance of efficiency and cost effectiveness in providing services, and supports the continuous effort to conserve resources while providing individualized high quality service.
Participates in the training of new employees and students as required.
Performs all other related duties as assigned.
