Overview: Our client needs a Senior Systems Analyst to join the Information Technologies team. This position administers, develops, and implements procedures for ensuring the integrity of business applications. Assesses, recommends, and implements systems and enhancements or patches. Resolves configuration, performance, capacity, and other system-related issues. Recommends, evaluates, plans, and executes projects to enhance business processes and the overall IT environment. Offers and implements solutions to complex problems or reporting requirements.

DUTIES:
  • Demonstrates in-depth knowledge of the functionality of, and the ability to administer any selection of the following: the Billing or Financial Accounting System or at least other 3 enterprise applications and the ability (through a combination of self-study and formal training) to troubleshoot and administer other business applications and associated middleware.
    • These systems include (but are not limited to): PeopleSoft Financials, Oracle Utilities Customer Care and Billing, Oracle Utilities Mobile Workforce Management, ESRI GIS, Infor EAM, IBM Cognos, Automic Workload Automation
  • Demonstrates an understanding and ability assist in administration, functional consulting with end-users, and troubleshoot a variety of other secondary applications
  • Designs and writes reports, SQL queries, and PL/SQL programs to facilitate reporting, application troubleshooting, and application enhancements
  • Administers business application throughout their lifecycle, working with other members of IT, users, and third parties as appropriate to:
    • Assist in planning and execute projects to upgrade existing applications to maintain vendor support
    • Assess, compare, and recommend, and implement new applications, configuration changes, or enhancements to address business needs
    • Implement, maintain, enhance, and configure applications to meet manufacturer requirements and best practice based on published authoritative guidance and/or address business needs
    • Monitor, troubleshoot, and resolve issues related to performance
    • Monitor and ensure compliance with licensing and other contractual obligations
    • Recommend, implement, monitor, and troubleshoot batch processing
    • Recommend requirements related to the non-application areas of the IT stack supporting business applications (e.g. OS settings, DB setting, back-ups, authentication, etc.), based on manufacturer published authoritative guidance and/or company policy. Works with other IT team members to implement and monitor requirements.
    • Participates in rotation for monitoring of production batch processing
    • Provide on-call 24/7 incident management support related to processing of the production environment, directing workflow and escalating issues where appropriate
  • Reviews business processes, consulting with business users to assist in identification of technology related business process improvement efforts. Suggests, assists in design of, and implements enhancements utilizing new or existing technology
  • Recommends and creates formal proposals related to projects and budget submissions.
  • Recommends and meets documented project goals, outcomes, requirements, timelines, tasks, and cost to complete for software related projects.
  • Provides input into designs and develops, implements, and maintains business applications
  • Drafts, Analyzes, and Implements application related business rules, business process flows, information flow diagrams, functional and technical specifications
  • Participates in and supports intercompany and third-party relationships
  • Provides guidance to and assists other IT Team Members, End Users, and Third Parties related to the above.
  • Supports Company and department initiatives, working closely with other IT team members and/or end users to support their projects, daily work, and troubleshooting efforts.
  • Self-identifies knowledge/skill gaps and required training needs for current and future products. Proposes and executes plan to close-gaps using a combination of the self-study/research, industry conferences, and formal training.
  • Drafts, recommends enhancements to, implements, monitors, and adheres to department and company policies, controls, and working practices. Considers policy, security, and risk management impact when performing assigned duties
  • Perform any and all other appropriate functions as required.

EDUCATION/EXPERIENCE REQUIREMENTS:Bachelor’s Degree in Computer Science, Information Technology, or related discipline from an accredited college or university, with a minimum of five years experience in systems/database administration, or equivalent combination of education and experience (utilities experience preferred). Knowledgeable in Linux, Windows OS, Oracle Database, Microsoft SQL Database, SQL, PL/SQL, background administering billing and/or accounting applications.

  • Performed complex research, problem-solving, and analysis, resolving critical problems
  • Provided input to IT strategy and policy, including a roadmap for enterprise applications
  • Presented timely updates to management through appropriate channels, including memorandums and operations meetings.
  • Ensured the security, availability, and integrity enterprise applications across all aspects of the IT stack, including adhering to established access and change control processes that support Sarbanes Oxley regulations.
  • Recommended and justified annual Capital and O&M budgets for this function and met financial targets
  • Recommended and complied with department and company policies
  • Drafted and assessed product/project requirements, product feature/cost comparisons, requests for proposals, project plans, statements of work, and licensing agreements
  • Dedicated weekly time to learning new skills necessary for self-development
  • Understands and complies with software licensing and contract terms
  • Demonstrated effective verbal, written and interpersonal communication with senior managers, supervisors, other personnel in systems and user departments, technical consultants, software vendors and technical support personnel from other company locations and outside companies. Able to tailor communications to both a technical and business-oriented level
The ability to manipulate a keyboard is necessary for online communications, measurement, and maintenance of systems. Speaking, writing and reading are required for communications with other personnel; development of system documentation for standards, disaster recovery plan, and special instructions; system measurement analysis and interpreting daily statistics. Visual acuity is required for analyzing system performance and monitoring daily statistics. Advanced thought processes and learning abilities are required to permit the development of plans and courses of action from complex alternatives.
