We are currently seeking a talented and motivated Business Analyst for a Full-Time position. Job Summary: The business analyst will support several projects for the Enumeration Support branch of a federal agency. This effort will include but is not limited to the analysis of existing processes; elicitation, analyses, and management of requirements; and development of Systems Development Life Cycle (SDLC) documents. Following are the responsibilities of the business analyst:

  • Facilitate meetings with project stakeholders to elicit requirements.
  • Analyze, develop, and manage detailed requirements documentation.
  • Perform business process analysis and develop business process models (As Is/To Be).
  • Develop lifecycle documents, including Use Cases, Detailed Functional Requirements, Detailed Design Specifications, Test Cases, and User Manual.
  • Develop data model diagrams.
  • Provide status reports on a regular basis.
  • Analysis and development of Test Cases, Test Scenarios and/or Test Plans.

Basic Qualifications: Minimum knowledge, skills, abilities.
  • Bachelor's degree and 7 years of related experience or 11 years of experience will satisfy degree and experience requirements.
  • 4 years' experience with business analysis and requirements engineering.
  • 3 years' experience in business process reengineering.
  • 4 years' experience in developing lifecycle documents, including Use Cases, Detailed Functional Requirements, Detailed Design Specifications, and Test Cases.
  • Must be outgoing and comfortable with working with a large group of customer contacts.
  • Must be a self-starter and take responsibility for completing assignments on time.
  • 4 years' experience translating the results of requirements sessions into Requirements/Design documents and Use Cases.
  • Experience performing systems analysis for systems that cross multiple components and impact multiple systems including the use of Context Diagrams and System Flow diagrams.
  • Experience in technical writing, including analysis, and document preparation.
  • 4 years' experience using Visio, Word, Excel, and PowerPoint.
  • 3 years' experience using HP Application Lifecycle Management (ALM).
  • In depth knowledge of the Systems Development Lifecycle (SDLC).

Preferred Qualifications: Candidates with these skills will be given preferential consideration.
  • Experience working with Agile methodology.
  • Experience developing data diagrams and data modeling large systems.
  • Experience using Rational RequisitePro.
  • Experience with systems validation.
  • Strong analytical skills.
  • Solid communication skills.
